NEW YORK — Nearly
100,000 men, women and
young people were enrolled
in vocational and other pro-
grams of ORT — the Organ-
ization for Rehabilitation
through Training — in 24
countries in 1978, it was re-
ported by Harold Friedman,
American ORT Federation
President.
"More youth, more
adults, more Israelis and
more Soviet Jewish refu-
gees were served by ORT
this year than at any other
time in the 99-year history
of ORT," Friedman de'clared
in a report prepared for the
National Conference of
American ORT, scheduled
for this weekend in New
York. "If the greatest leap
forward in 1978 -was in Is-
rael," he indicated, "the
upward spiral in ORT pro-
grams_ has in fact been a
worldwide phenomenon of
the '70s."
Total 1978 enrollment in
all ORT programs through-
out the world came to
97,776, Friedman reported.
This compares with 84,000
in 1977, or an increase in
this single year of 14,000
students and trainees, of
whom 12,000 represent a
rise in ORT Israel.
Friedman noted that in
the perspective of what
has been happening in
expanded ORT services
since the beginning of the
'70s, ORT enrollment has
added 40,000 persons, or

SUPPORT THE MISRACHI MOOS HITIM CAMPAIGN

Mizrachi Leaders Issue Annual Appeal
for Mo'os Hitim Israel Passover Fund

An urgent appeal for aid to the
special Mizrachi Mo'os Hitim Fund -
was issued this week by Greater De-
troit Mizrachi-Hapoel HaMizrachi
leaders.

Zvi Tomkiewicz, executive dired-
tor of the Mizrachi office in this area,
reported that the list of needy who
are dependent on the -Mizrachi
Mo'os Hitim Fund for means to ob-
serve the approaching Passover
traditionally has grown. He urged
more generous support of the fund
by Greater Detroit Jewry. -

Phillip Stollman, a national leader
in Mizrachi, stated on a recent return
froM Israel that the devaluation of
the Israel pound and the inflationary
growth in Israel have added to the

burdens that call for assistance to
the less affluent in Israel..

"Our Mo'qs Hitim Fund makes it
possible for thousands to secure the
necessary Passover foods, and the
help given by Detroiters annually
assists hundreds who depend upon
us for aid," Stollman said.

Stollman and Tomkiewicz said
that food certificates, redeemable at
the Super Sol markets in Israel
would be distributed to the needy.

.- Stollman said this year marks
the 31st anniversary of Tom-
kiewicz's service to Mizrachi, and as
executive director of Detroit Friends
of Bar-Ilan University.

an increase of some 80
percent in less than a de-
cade with the likelihood
that it will in fact have
almost doubled by the
close of 1980.
- "Two-thirds of ORT stu-
dents, overwhelmingly
youth, are in the nation-
wide network of 88 schools
through-out Israel; 67,750
were enrolled in 1978.
When it is considered that
Israel ORT student body
numbered 34,394 in 1969-, it
becomes apparent that the
greatest leap forward in this
decade has been in ORT Is-
. rael, where the prograth has
practically doubled during
this period, an achievement
of considerable note."
Soviet Jews served by
ORT language training
programs in Rome num-.
bered more than 6,000 in
1978, and considerably
more are projected for 1979,_

ORT schools in France,
whose students are over-
whelmingly of Jewish
North African origin, total-
led 7,761.
"ORT has been called
upon increasingly by
Jewish communities to
Introduce its expertise
into existing Jewish day
schools, to modernize
their education and make
that education more re-
levant to the realities of
modern life," Friedman
stated. Last year ORT -
was responsible for pro-
viding such "creative

education" studies' to
6,600 in community
schools throughout Latin
America and to over 8,800
youngsters globally.
More than 33,800 people
completed their ORT train-
ing last year, as compared
with 24,560 the year before.
In Israel alone, ORT schools
graduated 25,863 into the
country's skilled workforce.
Detroiters attending the
conference are Harry H.
Platt, Irving Nusbaum and
David Hermelin.

`U.S. Diplomacy
Hampered by
Lack of PLO Ties'

UNITED NATIONS
(JTA) — American diplo-
macy is hampered bye the
lack or effective relations
with- the Palestinians, ac-
cording to U.S. Ambassador
Andrew Young, in an inter-
view with the inter-
dependent, the organ of the
United Nations Association
of the United States.
The envoy, while acknow-
ledging the "tremendous
influence" of the Palestine
Liberation Organization,
nevertheless stopped short
of advocating U.S. recogni-
tion of that terrorist organi-
zation. But he said there
should- be some way for the
U.S. to relate to the Palesti-
nian people.' He char-
acterized the PLO's UN
representatives as "very
skilled politicians and very
intelligent, decent human
beings."
The State Department
said that the views ex-
pressed by. Young are
Yohng's "personal observa-
tions" and represent no pol-
icy change by the U.S.
toward the PLO."
