by Allon in Temple Beth El Talk
Yigal Allon, former For-
eign Minister of Israel and a
leader of the Labor Party,
reiterated his country's pol-
icy of defensible borders,
speaking to an overflow
audience at Temple Beth El
last Friday evening.
Allon also told the
audience that, - while Israel
is ready to begin negotia-
tions at a reconvened Gen-
eva Conference, there is
complete agreement that
the government will not
negotiate with the PLO. He
stated that the PLO is not
representative of the Pales-
tinians, and it has yet to
accept UN Resolution 242
which would assure secure
borders for Israel.
Discussing the recent
U.S.-Soviet resolution on -
Middle-East negotiations,
Allon asserted that the
statement is dangerous,
because of the omission of
any mention of UN Resolu-
tions 242 and 338 and its
addition of the phrase
"legitimate rights of the
Palestinians."
Allon, reiterated Israel's
intention to participate in
the Geneva Conference. He
added, howeVer, that Israel
will go to Geneva without
preconditions, saying that
the most crucial issue is the
Palestinian situation.
Indicating his support for a
Jordanian-Palestinian solu-
tion, he stressed the point
that Jordan is the ,Palesti-
nian state. The problem,
therefore, is an internal one
which must be settled
within that context.
Asserting the need for
- each side to achieve its
basic goals, Allon stressed
the need for Israel to retain
sufficient territory in the
West Bank, Golan and Sinai
to maintain defensible
borders.
However, he said, it is of
utmost • importance to
attempt to understand the
needs of the neighboring
Arab countries. He called,
therefore, for a territorial
compromise, adjusting
Israel's borders only for
security reasons.
Discussing his hopes for a
complete peace settlement,
Allon said that the ,real
enemies in the Middle East
are not Israel and the
Arabs; the enemies are
"poverty, illiteracy and
oppression". These enemies
could be defeated if the
countries would work
together as a region.

Allon's lecture was co-
sponsored by the Labor
Zionist Movement and
Temple Beth El. Both Rabbi
Richard Hertz, who
introduced the speaker, and
Allon referred to the "natu-
ral alliance" between Labor
Zionism and the Reform
Movement. Each man spoke
of the progressive attitudes
of each group and expressed
hopes of working together in
the future in Israel and in
the United States.
Earlier in the day, Allon
spoke to a luncheon of trade
union representatives,
chaired by Emil Mazey,
secretary-treasurer of the
UAW.
At this meeting Allon
acknowledged the support
that the American labor
movement has given to
Israel since its birth. He
assured those in attendance
that the Labor Party and
the Histadrut Labor Feder-
ation hold common goals
with workers throughout the
world.
At the luncheon, Allon
received a welcome procla-
mation from the Detroit
city COuncil, presented by
Council President Carl
Levin.
