Lebanon Conflict Affecting W. Bank Politics

TEL AVIV — The
municipal elections in the
towns of Judea and
Samaria, which took
place several months ago,
brought victories for
mayors who are close to
the PLO and extreme left
and national groups. The
partisans of King Hus-
sein suffered a severe de-
feat.
This was during a time
hen Yasir Arafat and
-ins PLO impressed the
world as if they were a
mighty military factor.

Lebanon proved this un-
true.
A few months ago it
would have been unbe-
lievable for the new
mayor of Hebron, Fahed
Kawassme, who defeated
the partisans of Jordan
with the help of the PLO
and other radical groups,
would "make a pilgrim-
age" to King Hussein to
Amman, who is consi-
dered the greatest oppo-
nent of the PLO.
But after the military
defeat of the PLO and the
fall of Tal Zatar, the
mayor of Hebron decided
to appeal to King Hussein
to renew his financial aid
to the cities and, villages
of Judea and Samaria.
His visit turned into a
"royal visit". Kawassme
was received with all due
honors by the King and
Jordanian Premier
Murad Bodran. The Jor-
danian press, radio and
TV gave him much public-
ity.
When the mayor re-
turned to Hebron he was
received by the inhabit,
ants like a hero. Even the
two dailies which appear
in East Jerusalem, "El-
Shaob" and "El Fajr",
which generally support
the PLO, did not dare to
criticize the visit of
kaWassme to Jordan. A
few days later the mayor of
Nablus, Bassem E-Shaka,
announ c ed that he and
other mayors of Judea and
Samaria would soon visit
Amman.
After the Arabs' Rabat
summit conference which
decided that the PLO was
the only legitimate rep-
resentative of the Arabs
of Judea and Samaria,
King Hussein abolished
the Jordanian Commis-
sion for Jerusalem. Now
Jordan has renewed the
activity of this commis-
sion, headed by Senator
Ahmed Tukon, who comes
originally from Nablus.
The commission will in-
clude the former mayor of
East Jerusalem, Ruhi El
Khatib, who has shown
his sympathies towards
the PLO in the past.
The Jordanian gov-
ernment wishes to regain
the sympathies of the
population in Judea and
Samaria. It is ready to
renew its financial help
for this purpose. It seems
that when the boat of the
PLO is rocking and sink-
ing, its partisans return
to King Hussein, who
crushed the Palestinian
terrorists during "Black
September," 1970, when

they became a danger to
his regime.
The population of
Judea and Samaria
mourns the defeat of the
PLO in Lebanon and has
criticized the policy of
*Syria. On the other hand,
it knows quite well that
Jordan supports the Sy-
rian invasion of Lebanon.
The Arab press in East
Jerusalem has mourned
the fall of the PLO's Tal
Zatar camp. It attacks the
Syrians and Christians
and blames them for mur-
dering Palestinians. In
Hebron, one of the streets
was re-named Tal Zatar.
The Arab population of
Judea and Samaria is em-
bittered about the events
in Lebanon.
One of the leaders in
East Jerusalem declared
that the Palestinians
have to learn from the Is-
raelis who did everything
to save their brothers at
Entebbe. The Palestinian
Arabs with all their
riches all over the world
did not succeed in saving
even the wounded
brothers from Tal Zatar
and did not even send
water during their long

in the opening of a border
station between Syria
and Israel as a common
pact by Syria, Israel and
the U.S. to liquidate the
Palestinian Arabs.
But during the mourn-
ing over Tal Zatar the
mayor of Hebron went to
King Hussein and even
met the Syrian ambas-
sador in Jordan.
The Arab population of
Judea and Samaria is be-
ginning to accomodate it-
self to the new situation in
the Arab world.
The turn in the attitude
of the newly elected
mayors is a big victory for
King' Hussein and a
strong blow to the PLO.
Jordanian Premier
Murad Badran met with
Arab notables of Judea
and Samaria to discuss.
the possibility of electing
representatives of this
area in the Jordanian
government.
The Jordanian gov-
ernment pays the wages
of more than 6,000 offi-
cials and teachers in
Judea and Samaria and
gives financial aid to the
municipalities. But
everybody knows that all
this will be dependent on
further events in Leba-
non.
