Even if Eretz Yisrael is
very small compared with
the vast and sparsely popu-
lated lands surrounding it
in which there is ample
room for Arab culture to
prosper and develop in com-
plete freedom and without
any limitation, it is only
natural that the Arabs of
Eretz Yisrael disfavorably
regard the fundamental
changes that are taking
place in culture, economics
and society with the return
of Jews to Eretz Yisrael.
However, the powerful mo-
tive forces behind this re-
turn to Zion are the lifetime
mission and.N.vish to survive
of a people numbering mil-
lions with a scroll of suffer-
ing two thousand years old,
a stubborn people that will
not concede anything that
affects its historical des-

Labor Victory in Malta
May Bring Island to Arabs

LONDON, (JTA) — The
election victory by Prime
Minister Dom Mintoff's
Labor Party in Malta
may result in the tiny but
strategically located
Mediterranean island
state • leaving the
British-NATO orbit and
entering the Arab sphere.
Specifically, it may be-
come inextricably bound
to President Muammar
Qaddafi of Libya who is
currently supported, by
the Soviet Union.
Mintoff's party won a
three-seat majority over
the " opposition
Nationalist Party in the
65-member parliament.
This is regarded as a clear
mandate for Mintoff to
carry out foreign policy
changes aimed at bring-
ing Malta into the non-
aligned group of nations.
Under Labor Party
government for the past
five years, Malta has be-
come increasingly depen-
dent on substantial loans
from Saudi Arabia.
Libya has shared in the
island's new investment
finance bank, a number of

Minister Yitzhak Rabin
will address the World
Council of Synagogues,
global organization of the
Conservative movement,
when it opens its 11th In-
ternational Convention
in Jerusalem on Nov. 23.
In addition to Rabin,
the convention will be ad-
dressed by Defense
Minister Shimon Peres,
Minister of Tourism
Moshe Kol, and Minister
of Religion Yitzhak
Raphael.
Dr. Gerson Cohen,
