Jewish Welfare Board Jewish Book Council to the above

Through Chapter 13" (Fi-
nancial Guidance Publish-
ing, Co.) by Melvin James
Kaplan. Chicago attorney
and specialist in consumer
bankruptcy.
Chapter 13, the little
known alternative to bank-
ruptcy, is part of the federal
bankruptcy statutes. It of-
fers the individual the
means of getting out of debt
in a practical and dignified
way without the embarrass-
ment and loss of credit in-
volved in a bankruptcy.
Chapter 13 stops, under a
court restraining order,
creditor harassment, salary
garnishments and reposses-
sion of property. It also
stops all service and late
charges and most interest
payments, protects equity
and savings and settles dis-
puted claims.
Chapter 13 also benefits
employers and creditors.
It relieves employers of the
annoyance and extra work
involved with wage as-
signments and other credi-
tor contact, while assuring
creditors that payment
will be made without fur-
ther collection expense.
Kaplan, the author, is
presently serving on the
bankruptcy and reorganiza-
tion committee of the Chi-
cago Bar Association and
the Illinois Bar Association
and is a member of the legal
education committee of the
Chicago Council of Lawyers. •

Cabinet Secretary Ger-
shon Avner said that had
been the subject of an ex-
tensive report by a minis-
terial committee under
Justice Minister Haim
Zadok and the report was
"on the Cabinet's
agenda."
Avner said the Zadok
committee also approved
the Agranat recommenda-
tion to establish a special
Ministerial Defense Com-
mittee.
Avner said that the estab-
lishment of a small "war
cabinet" to function in the
event of war was also under
consideration. He stated
that the strengthening of
the Foreign Ministry's re-
search department, recom-
mended by the Agranat
panel, has been imple-
mented by the creation of a
new "center for political re-
search and planning" which
now operates within the
Ministry.

JERUSALEM (JTA) —
Premier Yitzhak Rabin told
the Cabinet Sunday that he
would appoint Gen. (Res.)
Rehavam Zeevi as his intel-
ligence adviser — following
a recommendation by the
Agranat Commission call-
ing for the establishment of
such a post.
Rabin said Zeevi would
continue in his present role
as adviser on "special" af-
fairs, understood to mean
coordinator of anti-terrorist
activities. Zeevi's new ap-
pointment takes effect this
Sunday.
The Premier's announce-
ment came in response to a
question from Tourism Min-
ister Moshe Kol regarding
the disposition of this rec-
ommendation by the
Agranat commission.
Other Agaranat recom-
mendations include a
clearer definition of the
roles of the Cabinet, the
Premier, the Defense Min-
ister and the Chief of Staff.
