Knesset Member Asks Debate on Growing Police Brutality

JERUSALEM (JTA) — A
young Labor MK, Yossi
Sarid has called for a debate

police brutality. His call fol-
lowed a decision by the Tel
Aviv District Court to reject
an accused man's confession
on the grounds that it was
extracted from him by pol-
ice torture. The District
Court named three police of-
ficers in this connection.

The case came at a time
when police prestige is at a
low ebb because of the
Rachel Heller murder case
which has been attracting
headlines for almost half a

Last year he resigned
from his post as secretary
general of Maki, a position
he held since the party was
founded. Mikunis said his
decision to leave the party
was due to the move by
Maki to adopt a more pro-
Zionist platform in anticipa-
tion of its merger with
Moked which is headed by
Knesseter Meir Payil.

Maki, unlike Rakah, the
pro-Soviet Israeli Commun-
ist Party, has had strong
differences with Moscow
over the years.

AMSTERDAM (JTA) —
Holland has refused to
grant an old age pension to
Nazi war criminal Joseph
Kotaella, one of the last
Nazi criminals remaining in
Dutch jails. He requested
the pension to be sent to his
wife in West Germany on
the basis of his registration
in the City of Breda, claim-
ing it classified him as a
Dutch resident.

,

The Dutch Appeal Coun-
cil ruled that Kotaella, as a
war criminal, should not
benefit fromthe Dutch com-
munity, and that he has no
connection with the Dutch

said that Canada, being an
oil-importing and large
trading country, has em-

with the Arab world.
New embassies in Saudi

are the petrodollar loans to

Kreisky May Permit PLO
to Open Branch in Vienna

Kreisky said that there had
been no contacts between
the PLO and Austria so far,
"but if they should ask us,
we would carefully examine
every aspect."

VIENNA (JTA) Chan-
cellor Bruno Kreisky said
that Austria was studying
the possibility of permitting
the Palestine Liberation
Organization (PLO) to open
an office in Vienna.
In reply to a parliamen-
tary inquiry, Kreisky said
the PLO already established
offices in New York and
Geneva, the other United
Nations centers. "Therefore,
we have to consider the pos-
sibility that the PLO also
wants to open an office
here," Kreisky said.
Earlier this month,

Kreisky told the parlia-
ment he condemned all
types of terrorism, but
many groups which
started on a terrorist ba-
sis, later became legal

"We can draw this less
easily from history," he
said.

The opposition (Conserv-

poses a PLO office in
Vienna as violation of the
neutral status of this coun-
try.

Father of Polymers
Was 80 Saturday

NEW YORK — Dr. Her-
man Mark, the Brooklyn-
based scientist who did
much of the theoretical
work leading to the develop-
ment of synthetics, artifi-
cial polymers, now used in
clothing, tires, tooth-
brushes, food wraps, and
hundreds of other products,
quietly celebrated his 80th
birthday Saturday while ,
continuing his research.
He discovered the struc-
ture of natural cellulose in
the 1920s by using X-rays to
study hemp, thus proving
that long chains of polymers
did indeed exist.
. That discovery was made
at the University of Berlin,
but Dr. Mark fled Germany
in 1932, and Austria in 1938
because of the Nazis. He es-
tablished the Institute of
Polymer Research in the
U.S. in 1946, and was
elected to the National Aca-
demy of Sciences in 1961.
He is one of the few
Americans elected to the So-
viety Academy of Sciences.
