Israel Laser Use
Brings Discovery in
Uranium Research

HAIFA — The mystery of
whether or not Israel is a
nuclear power was com-
pounded recently as two Is-
raeli researchers have been
rumored to • have succeeded
in 'enriching uranium with a
cheap but sophisticated new
laser process.
The researchers, Isaiah
Nebenzahl, a physicist with
Israel's ministry of defense,
and Menahem Levin, a Tel
Aviv University physicist,
tended to discount their ef-
fort even though U. S.
authorities impart signifi-
cance to the discovery.
Nebenzahl and Levin's dis-
covery suggests that Israeli
researchers are not far be-
hind their American counter-
parts in technical sophistica-
tion.
Robert Gillette, Science
Magazine correspondent, re-
ports that there is specula-
tion that Israeli technicians
could assemble a fission
bomb if the necessary
uranium or plutonium were
available.
Uranium enrichment is a
process by which a uranium
isotope is concentrated to be
used for nuclear fuel and
weapons. However, the cost'
and difficulty of the enrich-
ment process has for 30
years restrained the avail-
ability of these items. The
breakthrough is seen to re-
duce the cost of the process
and increase the availability
of these items.

Secretary of State Henry A.
Kissinger may meet with
Sen. Henry M. Jackson (D.,
Wash.) on the issue of Soviet
emigration policy after Kis-
singer returns Wednesday
from his vacation in Mexico,
the State Department indi-
cated.
It is also likely that Kis-
singer will discuss with other
members of Congress or with
the press the substance of
his discussions with Soviet
leaders in Moscow for three
days Mast week after he re-
turns in mid-April.
A senior State Department
official said that while in
Moscow Kissinger olStained
some "clarifications" from
Soviet officials on the emigra-
tion issue that he would pass
on to the senators sponsoring
the Jackson Amendment.
It was also reported that

Protesting Soldiers
Get Dayan Approval
NEW YORK (JTA) — Is-
raeli Defense Minister Moshe
Dayan said here that he
agreed with protesting re-
serve soldiers in Israel that
the nation needed young
leadership.
But he said the way to"
