Seeks 'Prestigious' Peace Role

UNITED NATIONS (JTA)
— Secretary General Kurt
Waldheim wants more than
just an "observer" role for
the United Nations at the
Middle East peace conference
scheduled to start in Geneva
Dec. 18, it was reported here.
The participants in the con-
ference, as reportedly envi-
sioned by U.S. Secretary of
State Henry A. Kissinger,
will be Israel, Egypt, Syria
and Jordan, the U.S. and the
Soviet Union, and Dr. Wald-
heim as an "observer."

A UN spokesman said, how-
er, that an "observer role
not in line with what he
(Waldheim) discussed with
Kissinger." The spokesman
referred to the discussion be-
tween Waldheim and Kissin-
ger in Washington last Fri-
day. At the same time, a U.S.
spokesman here hinted that
the UN role would be some-
thing more than that of an
observer. "It was under-
stood" in the Kissinger-Wald-
heim discussion "that there
certainly will be a UN pres-
ence and participation in this
conference,". the American
spokesman said.

tion — to which Israel, Jor-
dan and the U.S., too, would
be opposed.

Territorial Issue Will Ease
With Full Peace, Says Eban

JERUSALEM (JTA)—For-
eign Minister Abba Eban
said Monday night that if the
Arabs agree to a full peace
implying diplomatic rela-
tions, economic and . commer-
cial contacts and normal
movement of people and
ideas across neighboring bor-
ders, the territorial issue
would become "much less
agonizing and acute." If, on
the other hand, peace was to
be merely a synonym for a
fragile cease fire, then Is-
rael's "indispensible condi-
tions" for territorial security
would be "more severe."

Eban made these state-
ments at a meeting here of
the Israel Bond Organiza-
tion. A 30-member national
emergency leadership dele-
gation of the Bonds group
arrived Monday for three
days of top-level briefings
with government officials,
and to discuss current efforts
to se'l $642,000,000 in Israel
Bonds this year.

Before addressing the Bond
Organization delegation Eban
conveyed to U.S. Ambassa-
dor Kenneth Keating the Is-
rael cabinet's agreement in
principle to take part in the
peace talks scheduled for
Dec. 18. The two diplomats
rt for more than an hour,
id officials said Eban had
added "explanations" to the
cabinet decision and that the
two discussed the issue of
Israeli POWs in Syria.
It is believed—though not
officially confirmed—that Is-
rael has made it clear to the
U.S.—as Premier Golda Meir
and Eban have declared pub-
licly—that it will not sit at
the peace table with Syria
so long as Damascus does not
observe the Geneva Conven-
tion regarding POWs.
One well-placed source said
that when such an invita-
tion does come, Israel's first
task will be to clarify who
are the other invitees. U.S.
Secretary of State Henry A.
Kissinger's intention was for
Israel, Syria, Egypt, Jordan,
the U.S. and the Soviet Union
to participate, with United
