Against Oil Blackmail

Sen. Walter Mondale (D.,
Minn.), addressing the 60th
anniversary dinner of the
Anti-Defamation League of
Bnai Brith Wednesday eve-
ning at Cong. Shaarey Zedek,
urged continued U.S. support
of Israel and a strong stand
against Arab oil blackmail.

"Once it's clear that we
mean business," he said,
"we will see a stabilization
in the oil situation. We dare
not succumb to the tempta-
tion to trade at any price.''

Gen. Barley Calls
for Probe Into
Surprise Attack

TEL AVIV (JTA) — Lt.
Gen. Haim Barley, Israel's
minister of commerce and in-
dustry, believes that an in-
vestigation must be conduct-
ed, "as painful as it may
be," into why Israel was
caught by surprise when
Egypt and Syria attacked
Oct. 6.
In an interview published
in Maariv, the Labor Party
cabinet minister and former
chief of staff, who was recall-
ed to active duty and served
on the southern front in the
Yom Kippur War, implied
strongly that the nation's
civilian leadership was at
fault for misreading intelli-
gence data.
"One fact should not be
mistaken," Barley said. "The
Israeli intelligence was in
possession of all necessary
reports concerning the war
preparations of both Syria
and Egypt. But the evalua-
tion of these reports missed.
The evaluation was wrong."

Bid for $2 Billion

dinner. Lt. Gov. James
Brickley represented the gov-
ernor, who was honorary
chairman. Resolutions from
the governor, Detroit Com-
mon Council and both houses
of the State Legislature were

WASHINGTON—Sen. Birch
Bayh, (D., Ind.), in a speech
before the Senate, expressed
his support for the Presi-
dent's request of a $2,200,-
000,000 authorization to guar-
antee Israel the hardware it
must have. At the same
time, he noted that the
President has sought to lump
together aid for Israel and
aid for Cambodia — "some-
thing of much less obvious
merit than aid to Israel."
Sen. Bayh added: "I have
never had any problem dis-
tinguishing in my mind be-
tween U. S. policy in the
Middle East and U. S. policy
in Indochina." As he did last
year, Sen. Bayh said that as
a member of the Senate Ap-
propriations Committee, "I
shall again seek to draw a
necessary and valid distinc-
tion between these two separ-
ate and very different
matters of foreign policy."
"Aiding a democracy from
external attack is something
we can and must do; aiding
a nondemocratic government
in a battle of uncertain ori-
gins is something we had
better look at very care-
fully," Sen. Bayh added.
He reiterated his belief
that the U. S. must provide
Israel with the equipment—
including aircraft — essen-
tial to restoring a balance of
power.

Attack on Dayan
Assailed by Press

TEL AVIV (ZINS) — A
majority of the Israeli press
rejected the attack on the
regime by Minister of Jus-
tice Yacob Shimshon Shapiro.
which included a demand
that Defense Minister Moshe
Dayan resign. The justice
minister, who has since re-
s i g n e d himself, charged
Dayan with responsibility
for Israel's unpreparedness
to fight the Yom Kippur
War.
Shapiro, who had been one
of Golda Meir's closest ad-
visers, warned that the Meir
government will be confront-
ed with many unpleasant sur-
prises in connection with UN
Resolution 242 of November
1967, which is embodied in
the cease fire resolution of
Oct. 22. Shapiro charged that
Mrs. Meir is much too opti-
mistic as to what this en-
tails so far as Israel's future
is concerned.
Premier Meir categorical-
ly dismissed Shapiro's
charges, saying that she had
full confidence in Defense
Minister Dayan. The Hebrew
daily. "Haaretz," condemn-
ed Shapiro's conduct. Sup-
porting the need for a thor-
ough inquiry into the circum-
stances surrounding the out-
break of war, Haaretz was
opposed to Dayan's resigna-
tion. declaring that Dayan
continues to be a leading
political asset, even though
his prestige may have fallen
from what it was before the
outbreak of the war.

S30,000 for Israel
Raised at U. of M. '

The University of Michigan
ranked second in the country
among universities whose
students raised funds for the
Israel Emergency Fund. U.
of M. students tallied $30,000,
second only to Yale, which
raised $37,500.
The University of Miami
ranked third with $15,000.
Students on more than 200
college and university cam-
puses mobilized in an un-
precedented outpouring of
support on behalf of the Is-
rael Emergency Fund of the
United Jewish Appeal, Irving
Bernstein, UJA executive
vice chairman, announced.
Some 250,000 students are
involved in round-the-clock
campaign activities all over
the United States.
This emergency campaign,
coordinated by the university
programs division of the
UJA, and with the coopera-
tion of Hillel Foundation
around the country, involves
emergency fund - raising
drives, which include a
series of teach-ins, seminars,

mobiles.

Lubavitchers Form
Safad Settlement

SAFAD, Israel—The Luba-
vitcher movement announced
here that it has begun estab-
lishing a new Lubavitcher
community in this ancient
city in the northern Galil
region.
In response to requests by
local residents, the Luba-
vitcher Rebbe, Rabbi Mena-
chem M. Schneerson, who re-
sides in New York, sent a
special representative to be-
gin laying the groundwork
for the new Lubavitcher de-
velopment.
The emissary is a young
American born rabbi, Aryeh
Leib Kaplan, .25, who studied
in Lubavitcher rabbinical
seminaries in New York,
Montreal and Melbourne.
