Arabs Halted Oil to U.S. Strictly for Dollar: Kelley 1 16-Friday, October 26, 1973 THE DETROIT JEWISH NEWS
The Arabs' cutoff of oil to
the United States has nothing
to do with U. S. support of
Israel; the financial incen-
tive is gone, says Frank
Kelley, Michigan's attorney
general.
Kelley, in prepared com-
ments before the League of
Jewish Women's Organiza-
tions Thursday at Temple
Israel, noted that there was
no such cutoff in three pre-
vious Mideast wars when
the U. S. supported Israel.
"Arab countries that in the
past did not act against their
economic interest to help
brother Arab nations will not
act against their own eco-
nomic interests to supply oil
to the United States, and if
we think they will, I think
we are being both naive and
foolish.
"The hard fact," said
Kelley, "is that the oil is
simply worth more in the
ground than it is in the
barrel . . . The Arabs know
that oil prices are going up
and that 10 years from now
oil will be worth more than
it is today, and I suspect
they also believe that Amer-
ican money will be worth
less . . . In short, the incen-
tive to produce and deliver
oil to the United States is
simply gone. It is not the
United States' support for Is-
rael that has brought this
situation about, and with-
drawing our support of Is-
rael will not change the
situation."
Kelley suggested that the
U. S. turn more to Iran for
its supply of oil. He said that.
the U. S., in standing for
freedom and democracy,
must help nations such as
Israel and not bestow its
favors on nations whose in-
ternal policies deny freedom
to dissidents and minority
groups.
He assailed the oil -com-
panies for failing to accept
responsibility for any oil
shortage, for refusing to out-
line what would be the
dimensions of such a short-
age. "On the other hand,
when it comes to oil com-
pany profits, there is no
silence, and, indeed, there is
no restraint . . . There may
be a shortage of oil, but
there is no shortage of earn-
ings."

JERUSALEM (JTA)—The
voluntary war loan campaign
will continue at full pace
despite the cease fire, Pinhas
Sapir told loan leaders
Monday.
"This Yom Kippur ex-
ploded many rosy illusions
and brought us face to face
with a cruel reality. We shall
have to replace the equip-
ment destroyed in battle,"
Sapir said.
Meanwhile, the loan drive
announced an interim total
of IL 470,000,000 ($117,500,-
000) — apart from pledges
made by salaried people out
of their earnings. Sapir re-
ported on the loan commit-
tee's efforts to the Knesset
finance committee Monday.
A war correspondent re-
ported Monday that an entire
artillery battalion on the
canal refused their pay
packets, asking the quarter.

prompted by an Oct. 12 in-
terview with a Lebanese
correspondent. He was made
to sign and date his copy of
the article for the two men
on request when he showed
them his opinion on the
Middle East conflict.
At one point, Sakharov
said the two men said that
he was "under the influence"
of his wife, Yelena, who is
half Jewish.
The intruders, who ap-
peared in their early 30s,
said "We never warn people
twice. If you had been a poli-
tician, we wouldn't have
even bothered to talk to you,
but since you are a scientist
we are warning you this
time," according to Sak-
harov.
The taller of the two, who
said he was graduated from
Patrice Lumumba University
in Moscow told Sakharov and
his wife "We can do worse
things than kill you. We are
ready to die fnr the sake of
our country. We do not stop
at anything."
Sakharov said when the
men entered, the taller one
took off his coat but the
smaller one left it on, holding
his hand beneath his jacket.
Sakharov said there was a
bulge in the jacket as if the
man were holding a pistol,
but a weapon was never
seen.
Before leaving the apart-
ment the men cut the Sak-
harov's telephone cord with
the warning "We won't just
be talking the next time if
you meddle with affairs of
the Middle East."
If the men were members
of the Black September
group, it would be the first
known instance of their exist-
ence in the Soviet Union.
Sakharov, who had been
taunted by the Soviet secret
police (KGB) said he felt
certain that the incident was,
not their work.

South African Finance Min-
ister Dr. Nico Diederichs has
given permission for the im-
mediate transfer to Israel of
funds collected by the South
African Zionist Federation in
the Israel United Appeal
Campaign.
The funds normally would
have to await transfer by in-
stallments in terms of South
Africa's foreign currency re-
strictions. The decision was
welcomed by Harry Hurwitz,
vice-chairman of the Zionist
Federation as further evi-
dence of government good-
will.
