JERUSALEM (JTA)—Two
more Jewish youths were
taken into custody Tuesday
in connection with the in-
vestigation of a Syrian-di-
rected Arab-Jewish spy ring
in which four other Israeli
Jews and 35 Arabs have
been implicated.
The two youths were ar-
raigned before a Tel Aviv

Germans to Pay

Expelled Arabs
BONN (JTA) — A court in
Mainz, West Germany, has
ordered a state government
to pay full costs of returning ;
to Germany three Arabs who
were expelled following the
slayings of Israeli athletes in
Munich Sept. 5, it was re-
ported this weekend.
Some observers saw this
order as setting a precedent
for some 100 Arabs who were
expelled last September.
The three Arab students at
Mainz University who were
expelled denied at the time
that they were members of
the Palestine Students' Or-
ganization or the Palestinian
Workers' Organization, two
groups which later were
banned in West Germany but
which at the time of their
exnlsion were still legal.
The three.judge court said
that in their opinion, police
had offered no proof to sup-
port their charges that the
men had endangered public
security.
In ordering the state of
Rhineland-Palatinate to pay
the costs of returning the
three men to Germany, the
court did not rule on the
question of whether they con-
stituted a threat to the se-
curity of the state.
Police have expelled 30
Arabs from Holland as part
of a large-scale crackdown
on illegally settled foreigners.
Twenty- five Moroccans,
four Egyptians and one Tu-
nisian were arrested and ex-
pelled in what police an-
nounced was "only the first"
of many actions.
According to observers
here, the crackdown serves
a double purpose: to allevi-
ate growing Dutch unemploy-
ment and to weed out pos-
sible terrorists.
There are nearly 22,000
Arabs living in Holland le-
gally: 21,000 Moroccans, 100
Algerians, 200 Egyptians and
400 Tunisians. An estimated
3 to 4000 Arabs live here il-
