CARD OF THANKS
UNITED NATIONS—One of the
humanitarian endeavors of this
organization is the International
Bureau for the Declaration of
Deaths, which may seem like a
strange way of describing such
a body, necessary though its
work may be. The fact remains
that legal proof of death is an
aid to the living: it settles in-
heritance and property claims,
allows men and women to marry
again; and lays aside doubts
which have been worrying
friends and relatives.
The International Bureau was
set up by a Convention on Miss-
sing Persons whose signature
was one of the last acts at the
temporary UN headquarters at
Lake Success. Most of the work
of this office in Geneva is in
connection with the fate of so
many Jews who have disappear-
ed during the last World War
and whose death is presumed
but cannot be legally established.
The first two bulletins put out
by the Bureau contained appli-
cations for declarations of death
on a dozen persons, all of them
Jews.
The Bureau's bulletin points
out that applications for declar-
ations of death in the past have
usually been published in one
country whereas the missing
person, if still alive, and the
rightful claimants often live
elsewhere. Furthermore, it says:
"no national legislation can
guarantee that the decisions of
its courts will be recognized out-
side the country."
As the bulletins show, the Bu-
. reau publishes the applications

for declarations of death. Any
person who may be able to pro-
vide information is requested to
communicate with the tribunal
dealing with the applications--
in the case of the 12 so far pub-
lished, the District Court, Jeru-
salem.
The Bureau serves as a clear-
ing house. It keeps an index, and
cross-files any pertinent docu-
ments and court decisions. The
courts in the countries which
I have ratified the convention or
intend to do so are supposed to
I inform the bureau of all pro-
ceedings and decisions. They
make no declarations of death
until three months after notices
have been published in the bul-
letin; and presumably the Jer-
usalem • Court can certify the
persons as dead if they do not
receive any information to the
contrary after the three month
period.

Through our schools and synagogues, as well as by individual action, the tradition of tree plant-
ing in Israel on Hamisha Asar b'Shvat, this year occurring on Jan. 31, is the major item of com-
munal activity for the coming week.
We call upon all Detroit Jews to participate in this year's Ilamisha Asar activities by planting
