His talk will emphasize the importance of making Torah study all-important in the build- ing up of a strong Diaspora to be linked • with the rebirth' of Israel. CARD OF THANKS UNITED NATIONS—One of the humanitarian endeavors of this organization is the International Bureau for the Declaration of Deaths, which may seem like a strange way of describing such a body, necessary though its work may be. The fact remains that legal proof of death is an aid to the living: it settles in- heritance and property claims, allows men and women to marry again; and lays aside doubts which have been worrying friends and relatives. The International Bureau was set up by a Convention on Miss- sing Persons whose signature was one of the last acts at the temporary UN headquarters at Lake Success. Most of the work of this office in Geneva is in connection with the fate of so many Jews who have disappear- ed during the last World War and whose death is presumed but cannot be legally established. The first two bulletins put out by the Bureau contained appli- cations for declarations of death on a dozen persons, all of them Jews. The Bureau's bulletin points out that applications for declar- ations of death in the past have usually been published in one country whereas the missing person, if still alive, and the rightful claimants often live elsewhere. Furthermore, it says: "no national legislation can guarantee that the decisions of its courts will be recognized out- side the country."
