Israel hopes that the plan will
be reconsidered. Kenen declared.
He reiterated the Jewish state's
leaders' proposal that the Holy
Places—of which only one, the
Dormition Church, is located in
the Jewish section of the city —
be placed under direct UN super-
v i s i o n, with full cooperation
from Israel.
Kenen quoted from a Christ-
mas Day sermon given in Jeru-
salem by Canon Hugh Jones,
head of the Anglican Church
Mission, who declared that "to
show concern for the Holy Places
and something bordering on cal-
lousness for the people of Jeru-
salew is coming dangerously
near to being desceration of the
Holy Places."
Kenen was in Detroit to ad-
dress a Friday night gathering
of Cong. Bnai David. He also
spoke at a press luncheon spon-
sored by the Jewish Community
Council and the Zionist Council.

T h e impracticability of the
United Nations plan for the in-
ternationalization of Jerusalem
was stressed by I. L. Kenen, in-
formation director of the Israel
delegation to the UN, when he
spoke in Detroit last Friday.
He pointed out that it is im-
possible to reconcile the armis-
tice agreements reached by Is-
rael and the several Arab na-
tions, which have been approved
by the UN conciliators, and the
Jerusalem plan, since the armis-
tice lines agreed upon divided
the Holy City between Israel and
Transj ordan.
Any plan which destroys the
present equilibrium in Jerusalem
may lead to the resumption of
hostilities, Kenen said, adding
that the UN has no military
force with which to enforce in-
ternational rule of the city.
Financially, too, the proposal
is not feasible. Kenen declared.
He contrasted the UN's budget
of $8,000,000 for operating Jeru-
salem for a year, with- Israel's
estimate of $32,000,000 needed to
run the city.
The UN has neither a moral
nor a legal claim to Jerusalem,
Kenen stated referring to the
UN charter which champions
