WK: Seeks Unity, Neutrality
Of Israel in East-West Conflict

PARIS, (JTA)—A call for a
worldwide assembly of represen-
tatives of all Jewish communi-
ties and international Jewish
organilations to consider fun-
damental problems facing the
Jewish people was voiced, at the
session of the World Jewish
Congress executive.
Acting WJC President Dr. Na-
hum Goldmann emphasized
that the principal task of the
.Congress was to "symbolize the
unity of the Jewish people
throughout the w o r 1.d." He
pointed up that the creation of
Israel necessitated a strengthen-
ing of worldwide Jewish unity.
Declaring that Jews are now
passing through a period of
"forced readjustment," Dr. N.
Barou, British leader of the
World Jewish Congress, asserted
that anti-Semitism is increasing
everywhere as a result of the
rise of the new German state.
The fight for peace and the
strengthening of the United Na-
tions are the fundamental poli-
tical tasks of world Jewry and
all progressive forces, he said.
He also urged "vigorous Jewish
cooperative action in the cul-
tural and social fields."
Dr. Barou outlined the follow-
i g four-point "Program of
Jewish Action:" 1. The fight
against anti-Semitism and fas-
cism; 2. The fight for peace; 3.
Cultural revitalization; and, 4.
Coordination and cooperation in
social relief work.
Dr. Arieh Tartakower, Con-
gress leader representing the or-
ganization in Israel, stated that
the "future of the Jewish people
is bound up in the relationship
between Israel and communities
in the Diaspora."
Dr. Israel Goldstein, former
Jewish Agency treasurer, en-
route home to the United States
from Jerusalem, said the task
of the WJC is "to tell the Jew-
ish people and the non-Jewish
world that in the East-West
conflict, Israel must remain neu-
tral." Those who pressed for
the inclusion of Israel in the
Marshall Plan, he declared, were
doing the young state no service
and were "inviting danger of
tremendous consequences." He
added that the attention of the
Jewish people must be directed
to the fact that Israel is not yet
beyond danger.
• Dr. S. S. Levenberg told thte
parley that although the "cen-
tral Jewish problem today is the
upbuilding of Israel, it would be
a grave mistake to neglect the
problems of the Diaspora."

community which he represerits
is "eager to play a role in the
wider Jewish field, just as South
African Jews have played in the
fields of relief and Zionism."
Dr. Moshe Sneh, Mapam lead-
er in Israel, rebuked the World
Jewish Congress for its "failure
to admit a CoMmunist . to the
American • executive." He also
criticized the American Jewish
Congress for the recent expul-
sion . of two left-wing groups
from its ranks.

Polish Jews Refuse-
To Participate in Parley
WARSAW (JTA)—The Central
Committee of Polish Jews issued
a statement revealing that it
was invited to send two repre-
sentatives to the executive ses-
sion of the World Jewish Con-
gress now taking place in Paris.
The,statement said the Commit-
tee refused to have anything to
do with the present administra-
tion of the Congress unless the
latter agrees to the following
conditions:
1. The World Jewish Congress
should withdraw its decision
against participation in the
Paris Peace Conference a n d
should declare itself willing to
join "the powerful bloc for
peace" established by "demo-
cratic-progressive" or g a n i z a-
tions.
2. The World Jewish Congress
should issue a statement dis-
crediting its present leadership
and the leaders of the American
Jewish Congress, while the latter
should revoke its decision to ex-
clude "Jewish progressive-demo-
cratic organizations' in the
United States from its ranks.
In reply to its set of condi-
tions, the Central Committee
received a communication from
Dr. Nahum Goldmann declaring
that the stipulations are con-
sidered by the Congress' admin-
istration as tantamount to a re-
I fusal to send representatives to
the Paris executive session.

many, on charges of mass ex-
termination of Jews, and of

work on military operation and
to fight their own countrymen.
Von Mannstein, former chief
of staff under Field Marshal
Gerd von Rundstedt, lost his
bid for a "soldier's right" of trial
by court martial.
The prosecutor, Sir Arthur
Carr, charged that the German
army group which von Mannstein
commanded carried out in "spirit
and letter" the Nazi plans for
the destruction of the Jews. This
army group, Sir Arthur declared,
concentrated Jews in towns, in-
terned them, killed many of
them and deported others to the
East, causing them untold suf-
fering.
Von Mannstein was charged
with not only obeying orders in
this respect, but in adding his
own refinements such as the is-
suance of orders that "the float-
ing back to East and Upper
Silesia of Jewish refugees will
be prevented by all possible
means."
