on swimming helps and safety

PROBLEMS AND ANSWERS
The question of • how to shape the relationship between the
State_of Israel and the Zionists throughout the world is coming more
and more to the fore . . . A paradoxical situation is shaping up ..
Four-hundred thousand Arabs- will be represented in Israel's parlia-
ment . . The Arab members together with a minority of Jewish
deputies Will be able to impose perhaps on the majority of Jews
in Israel . . . Arabs may prevent the Jews from establishing a mod-
ern state, which must be based on separation of church and state
as well as nationality and state . . . On these two principles Jewish
emancipation rests throughout the world . . . While Arabs will pro-
foundly influence the young state, Zionists outside are told not to
"interfere." -
Some Zionists feel that even legally this position., is untenable.
. • . Israel has been won not only by the Jews fighting in Israel but
in a bitter •worldwide struggle by the Jewish Agency representing
Zion.Nts and non-Zionists throughout the world . . Of course there
cannot be divided political allegiance . . . But nobody can deny that
most Jews are deeply interested in Israel whether they live there
or not . . . Jews should be the last ones to protest against "interfer-
ence" in domestic affairs .. . Every anti-Semitic government has
always considered persecution of Jews an "internal" affair . . And
still we welcomed the protests of foreign governments . . . Policies
of Israel' will frequently and gravely affect 95% of Jews living out-
side Israel . . . Take the problem of Israel adopting a pro or anti-
Russian policy . . . In either case Millions of Jews Will be affected.
. . . Probably there will be a Zionist Congress or a session of the
Actions Committee in August, prior to the September meeting of the
UN Assembly, where this issue will be hotly debated .. .

Gerard Swope, who recently declined a high British decoration
because Britain's Palestine policy left him "without respect for its
position," has accepted an invitation to a UJA dinner sponsored by
the Jewish Telegraphic Agency ... This is, the first Jewish meeting
to• be attended by Mr. Swope . . . His brother Herbert Bayard Swope
will preside . . . An American woman recently attended a function
at the U. S. Embassy in Paris . . . While standing near the bar she
heard a woman remark "if it depended on my Ernie not a single
dirty Jew would remain in Palestine" . . . There was really no need
for Mrs. Bevin to confirm Ernest Bevin's anti-Semitism . .. The
world is quite aware of it.
Yiddish folk tunes and Hagariah battle songs are features at
Zimmerman's Hungaria in New York . . The singer is Paul Smith,
a Denver Negro who appeared with the Palestine Symphony at
Tel Aviv in 1944 . .

Balliol College, -Oxford; Gelber
taught international relations at

served as a flight-lieutenant in
the Royal Canadian Air Force
