full page ad in the Dec. 13, 1946
issue of the National Jewish Post
The sponsors are Zionists, mem-
bers of Progressive Zionist Dis-
trict 95 of New York. It was signed
by Dr. Morris Zucher, president.
The following are excerpts from
the statement:
LET THE TRUTH be known
The Zionist leadership has not
dealt frankly with the rank and
file. There has been no discussion
of the issues Involved.
Always in the past we have been
confronted with an accomplished
fact. . . . Always it has been a
retreat.. . . But in partition it
will be the final retreat to the sur-
render and annihilation of Zion-
ism.

ZIONISTS HAD PLEDGE
IN 1917 ZIONISTS had In their
grasp the definite pledge for s
Jewish State. It was watered
down for an ambiguous phrase
about establishing the National
Home.
In 1922 the Zionist leadership
agreed to an administrative di-
vision by the Mandatory of their
National Home into Eastern and
Western Palestine.
Now they have meekly ac-
quiesced to the transformation
of Eastern Palestine into the
puppet Arab state of Transjor-
dania, thus cutting off 25,000
square miles of the original 45,-
000 square miles promised to the
Jewish people.
Despite the expressed wish of
the overwhelming number of th(
delegates to the recent Americar
Zionist Convention, the majority
of our representatives to the
World Congress are prepared to
vote for the further dissection of
already dismembered Palestine .
to accept a token Jewish State
without territory, without popula-
tion, without even the self-re-
spect which Inhere in the self.

delegation in Basle, Switzerland,
reminding them of their obliga-
tion to the convention.

How alluring are the soothing
phrases of defeatism! Have we
so soon forgotten the conse-
quences of the lebensraum tech-
nique? Shall Jews, of all peo-
ple, resort to that subterfuge?
Once partition is agreed to, and
the treaties are signed, sealed and
delivered by responsible Jewish
representatives, only another world
war will upset the boundaries set
forth in the treaties. So unstable
is the world's equilibrium that a
disturbance in Palestine will react
as once did a similar disturbance
in the Danzig corridor.

Government. Our program has
been subjected to the closest
scrutiny by our opponents for
possible basic flaws. None has
been found.
Thousands upon thousands of
'hinking Zionists throughout the
ountry have studied our pro-
ram. We ask you to do the same.
We feel certain that you will agree
vith us, after reflection, that the
ssue is—Either partition, or the
Jewish Republic NOW.

CREATING TILE REPUBLIC
THERE IS left for us but one
program, one tactic—to convene a
world convention for the purpose
if proclaiming the Jewish Repub-
lic of Palestine and establishing
its Provisional Government.
This Is not a revolutionary, but
a decisive step . . . a practical
step to break the vicious circle in
which Zionism has been bound for
30 years.
If one were asked to state in a
single sentence the fundamental
cause of the Zionist failure since
the Balfour Declaration in 1917, it
could be summed up—blind reli-
ance in the gradual evolution of
the Jewish State through the phil-

ARGUMENTS FOR PARTITION
"WE WILL HAVE a Jewish
State. True, a small one, but at
least it will be a sovereign na-
tion."
The Morrison-Grady proposals
do not even give us that. The so-
called Jewish State will have no
control over Immigration, internal
development and trade policies.
The final word will rest with the
British administration.
"A partitioned. Palestine Is only I
the beginning. After we crowd in,
we will stretch out for elbow-
room."

eration, the singer said: "I feel
that all Americans, of all faiths
and of all ages ought to do
something about the appaling
plight of the surviving Jews
overseas who are suffering so
bitterly from the effects of Nazi
slavery and torture.

ing its de facto existence. Even If
the government functions tempo-
rarily outside of the territory over
which it claims jurisdiction, its
moral influence upon the world

will be enormous.
The underground fighters then
become its armed soldiers entitled
to many rights under the Geneva
Convention. Their acts can no
longer be covered by the enemy
with the opprobrium of terrorism.
Who will recognize the Provi-
sional Government? . . . First and
foremost—the Jewish people them-
selves! Oh, how the spirit of our
people will be uplifted when their
eyes behold the glory of the Lord's
Fulfillment!
The first task for us will be
to help win American recogni-
tion for the Jewish Republic. It
is easier, far easier, for Wash-
ington to extend de jure recog-
nition to the Jewish Republic-
an act wholly within the sover-
eign power—than for Congress
to, adopt innocuous resolutions
in premises where London alone
is the supreme authority.
Granting de jure recognition to
the Jewish Republic Is not a de-
fiance of Britain. The United
States, too, has certain fundamen-
tal rights under the convention of
1924. . . . Among them is to de-
termine when the Jewish people
has reached political maturity in
its National Home sufficient to as-
sert the rights and assume the re-
sponsibilities of sovereignty.

PRESSURE ON U. S.
FROM A practical standpoint,
our best hope for speedy de jure
recognition is preisure on Wash-
ington. We have behind us the
overwhelming support of t h e
American people.
Time and again Congress and
the several state legislatures have
thrown their strength behind the
Zionist cause. . . . Only now we
will be acting in mature political
fashion. Our telegrams, resolu-
tions, demonstrations, meetings, all
will have a definite, realizable po-
litical objective. A grass-roots
American Friends of the Jewish
Republic will spring into exist-
ence.
This program will call Into
play all our forces in man and
material power. All Zionists
groups must be solidified for the
final push. This is the battle
for ultimate victory.
Recognition is the last obstacle.
United States recognition of the
Jewish Republic will create a
breach in Great Britain's Pales-
tine policy that will cause to crum-
ple all its entire pro-Mufti, Arab-
effendi imperialist policy.
Jewish and Arab masses, when
left to their natural amnitles, will
go along their peaceful ways,
helping each other to ever loftier
heights of social well-being and
political cooperation.

TACTICAL PROGRAM
(a) WE MUST organize a Unit-
ed Zionist Front of all elements
both within and without the Zion-
ist Organization of America who
believe the time has come for ac-
tion. Old party differences have
lost their meaning in the face of
the present crisis. Old leaders
must either step forward or be
pushed aside. Nothing . . . noth-
ing must stand in the way of
common action — neither dogmas
nor personalities nor the vain rat-
tlings of petty ambition.
(b) The United Zionist Front
shall issue the call for the Jewish
World Convention to effect the
pfogram set forth above.
(c) There shall be convened a
national conference of the Pro-
gressive Zionist bloc In the ZOA
to lay plans for calling a special
convention of the Zionist Organ-
ization of America, to consRler
specifically the situation created
by the impending approval of par-
tition by the World Congress.
Yours is the power and the
duty. Destiny has placed in your
holds the fate of our people. Let
us prove worthy of our fore-
bears in whose imperishable
achievements we glory. Let us
so act that we shall be deemed
worthy of remembrance by the
generations that will follow.
