the experimental stage. This set-
tlement may be the type of Latin
American colonization suitable for
adoption elsewhere in the wide
stretches of the Americas.
In this connection, however, it
is pertinent that a predecessor to
General Trujillo, who made pos-
sible the Sosua enterprise through
the donation of the land on which
the settlement is located, namely
General Gregario Luperon, was
first in conceiving the project of
settling Jews in Santo Domingo.
While the Luperon project never
materialized, yet it bestows great
credit on the humanitarianism of
Dominicans who in the early
eighties were far-sighted enough
to realize the need for aiding their
fellow men regardless of race or
religion. Like Generalisimo Tru-
jillo, General Luperon was a self-
made man, rising by degrees to
occupy the highest office in the
land. He not only distinguished
himself in the war against Spain
but became the head of a demo-
cratic regime that in 1865 par-
ticipated in the restoration of the
republic.
General Luperon, toward the
end of April 1881, had gone to
France on a diplomatic misison.
Here he soon became friendly
with such outstanding political fig-
ures as Gambetta, Victor Hugo,
de Lensepa and other leading
Frenchmen. From them as well
as from the press he learned
about the Russian massacres and
the plight of the refugees looking
for new homes. How familiar this
sounds when we think of the per-
secution of the continental Jews
since the coming of Hitler and
his fellow henchmen.
In his reply to a letter speak-
ing of their situation, General
Luperon wrote: "The Jews will
have full protection and they can
enjoy all privileges granted to
foreigners who desire to keep
their original nationality. If, how-

Soviet Officials Address
Palestine Jews First Time

JERUSALEM (WNS) — The
new bond of friendship between
Soviet Russia and the Palestine
Jewish community was strength-
ened this week when, for the
first time since the Russian Revo-
lution Soviet officials came to
this country to address a Jewish
meeting.
Potrenko, first secretary of the
Soviet Embassy in Ankara, ac-
companied by the press attache
of the Embassy, arrived here to
attend a special conference spon-
sored by the Palestine League to
Aid Russia. The meeting was
opened by Dr. Shlomo Kaplanski,
Histadruth leader with more than
400 delegates from all parts of
Palestine present.
During the trip from Haifa the
Soviet Envoys visited a Jewish
colony operated along lines sim-
ilar to the collective settlements
in Russia. The visitors appeared
impressed with the accomplish-
ments of the Jewish colonists.
Potrenko concluded a brief mes-
sage to the Jewish settlers with
the Hebrew words "Shalom
Chaverin."
A statement issued by the
Palestine League to Aid Russia
said:
"The League is based on Zion-
1st conceptions aiming at a re-
approachment between the Yis-
huv and Russia and the render-
ing of maximum assistance to the
Russian heroic struggle against
Fascism."

citizenship they will be treated on
an equal footing with the citizens
of Santo Domingo. The Domini-
can Republic employs numerous
Jewish representatives abroad and
the present Governor of the Prov-
ince of Azua is an Israelite by
the name of Senor Generoso Mar-
chena who will probably become
a member of the next cabinet.
"If you wish to accept the offer
made to you cordially by the Gov-
ernment and the people of Santo
Domingo you will be received in
the Republic like brethren. I have
no doubt that owing to your hab-
its of order, labor and economy
you will greatly contribute to
the prosperity of a country ready
to receive you with the sincerest
hospitality. You w.11 certainly not
find in the world a more proper
field of endeavor to prove to the
advanced nations that the Jewish
people are capable and worthy
of contributing to the great work
of civilization so ardently pursued
by the most intelligent men and
the best of all races and relig-
ions."
Generalisimo Trujillo was more
successful than his predecessor in
bringing to a successful issue the
plan for settling Jewish refugees
on Dominican soil. It is true that
the idea was first brought for-
ward concretely by fellow religion-
ists of the persecuted Jews, in the
United States. But without the
complete cooperation of this Do-
minican statesman the enterprise
could never have been made fac-
tual. And it is through his sym-
pathetic counsel that Santo Do-
ming() has now become the asylum
for those oppressed of whatever
race or religion.
The influx of continental Jews
into the Dominican Republic since
the war presents It problem in
itself, and is an outcome of the
persecution of the race in the
Axis or Axis-dominated countries.
The Sosua enterprise apart, where
in its own way the question of
refuge is being answered with
noticeable result, in Trujillo City
there are some 300 members of
the Jewish faith whom the for-
tunes of war are touching to the
quick. The majority has come
to the Dominican Republic after
terrible experiences in their home
lands. Once here, many of them
are in hopes of being able to
gain entrance into the United
States when visas for that pur-
pose are obtained. These are in
most cases people with some means
for sustaining themselves while
awaiting the day of further deliv-
erance. Some have established
themselves permanently in vari-
ous trades and professions. Those
having no means of their own
are being aided by fellow religion-
ists, an organization having been
formed for that identical purpose
with the cooperation of United
States Jews. There is a syna-
gogue in the capital city and they
are free to worship in accordance
with their faith. The fluctuating
Jewish population, nevertheless,
has become an integral part of
the country for the duration.
We see then, that from Colum-
bus' time to the present day Do-
minican Jewry in its various

phases was a historical element
not to be overlooked in dealing
with the nation as a whole. It
brought into sharp relief, how
during the past 450 years since
the discovery of America, the race
has been a constant factor whose
influence despite hardships and
persecution cannot be denied. None
know better than Generalisimo
Trujillo that to lend a sympathetic
ear to the cry of European Jews
who looked wistfully towards the
new world was a humanitarian
duty based on the principle of
freedom and democracy. He has
consecrated himself to work for
the masses and among them are
included the people who temporar-
ily or permanently enter the gates
of the Republic, conscious that in
the Chief Magistrate they have a
friend whom they can trust. Tru-
jillo accepts the heritage left him
by Christopher Columbus with that
assurance that marks him for
the man of democracy he is.
