on the rates of shipments was
first announced. Then, at the
end of December, further reduc-

reduced rates, of course, exclude
shipments to or from French or

here came from France . . The
circumstances that no shortage of
cigarette paper has occurred now,
as it did in the last war, is due

Peter M. Schweitzer, who have
built their own manufacturing
plant in the East, and Harry H.
Straus, who has found a way of
using flax-seed in the manufac-
