Our Community Structure
Something is wrong with our commu-
nity set-up. The 1937 Allied Jewish Cam-
paign proves it.
There is no denying the truth that the
few who work are sincerely devoted to the
causes they campaign for. In fact, the
volunteers are so devoted and self-sacri-
ficing that their loyalty is to be marvelled
at in the face of apparent failure.
But the average worker has a sad tale
to tell. The job of getting funds for im-
portant Jewish causes deity becomes more
and more difficult. It is a terrific struggle
which reveals that far too many are un-
concerned over the fate of their people and
would gladly shirk responsibility if they
could gracefully step out of the role as par-
ticipants in community affairs.
It is a tragic but true fact that only a
handful of people are giving within their
means. Some are influenced to give by
methods of ballyhoo; others find them-
selves in compromising positions and are
compelled to give for the sake of friend-
ships and their standing in the community.
But only the handful of loyalists contribute
because they know their responsibility as
Jews; because they have been educated
to value highly their place in the Jewish
community.
Apparently the community's structure
needs some renovating. More should work
for Jewish causes; more should contribute
towards their support; more among those
who do contribute should give more liber-
ally. How is this to be accomplished? Per-
haps the solution lies in a negative atti-
tude. It is possible that we ought to begin
by scrapping some of our old methods of
campaigning and by introducing new ones.
If some people find it possible to compro-
mise with conscience and to refuse to give
this year as much as they did last year—
simply because they were interested in a
home for old people last year and find no
such appeal in this year's drive—then the
time has arrived for a re-evaluation of our
community standing.
It is clear that we need new educational
methods in order to enlist the interest and
co-operation of Detroit Jewry. Such in-
terest is at present limited, and it must be
stimulated among the indifferent.
We are impressed by an interesting let-
ter which was addressed to prospective
contributors to the Pittsburgh United Jew-
ish Fund by Gustave H. Kann, the chair-
man of this year's drive. In his letter Mr.
Kann stated:
I am calling your attention to the
campaign in this personal way be-
cause there will be no spectacular
"ballyhoo." The daily newspapers will
• not be asked to give us any publicity.
We do not want this kind of advertis-
ing because we sincerely believe—as
I am sure you must—that this is one
matter we Jews must take care of
among ourselves.
European anti-Semitism, the up-
building of a Jewish homeland in Pal-
estine and the needs of certain strict-
ly Jewish institutions are personal
matters to you and to me and to every
Jew. We must do this job ourselves.
And, with your help and the help of
all our fellow Jews in Pittsburgh, I
am confident we will have a campaign
that will be a source of pride to all
of us.

Palestine Immigration Schedule
Ha-Aretz, Jerusalem daily, calls the al-
lottment of 770 labor certificates for Jew-
ish settlers in Palestine for the next four
months an "insult to Jewry."
This criticism of Great Britain is more
than justified. A comparison of previous
labor visa schedules will give an inkling
of the ridiculousness of the latest allott-
ment. The new schedule grants 192 cer-
tificates a month, whereas under the last
inadequate schedule 250 were permitted to
enter each month. From April to October,
1935, the number admitted monthly was
1,334; from October, 1935, to April, 1936,
540 a month, and from April to October,
1936, 667 a month.
Taking into consideration the fact that
schOol children have to be taken from their
classes during harvest seasons to assist the
Jewish farmers, and in view of the fact
that the so-called absorptive capacity prin-
ciple is being abused by completely ig-
noring the shortage of labor in Palestine,
Great Britain, and especially the adminis-
tration In Palestine, is guilty of harming
Jewish efforts rather than facilitating in
the upbuilding of the homeland.
If the new labor schedule is an indica-
tion of what is to be expected from the
Royal Commission, then we may be pre-
pared for a battle against impending un-
fair legislation in Palestine.

I am taking my text from the works of
Friedrich Schiller, for a very interesting and
dramatic thing is happening in Germany right
now in connection with the production of one
of Schillei's plays. For years, for generations,
for over a hundred years, the plays of Fried-
rich Schiller have been an important part of the
literature of the German theater, and an earlier
play of his, "Don Carlos," has always been a
favorite of German students. It is a very well-
known play written in blank verse, which seems
a little turgid sometimes.
Well, something has happened in Germany:
An amazing demonstration at a performance of
"Don Carlos" that seems to bear an unmistak-
able significance. A few weeks ago in Berlin a
new production of "Don Carlos" was put on,
and the "Minister of Enlightenment," Mr. Goeb-
bels, sat in the loge of the theater crowded
with its first night audience. Suddenly there
came a moment in this long, turgid classic and
melodrama when the entire audience rose and
burst into cyclonic applause. Perhaps you read
about it in the newspaper. It is some years since
I read "Don Carlos" (I read it in college); and
it occurred to me to find out what the passage
was that had evoked such a spontaneous out-
burst of applause by people in a theater in a
land under the domination of a Hitler. It was
with difficulty that I was able to obtain a copy.
