REGISTRATION BILL

Registration Hill, before the three-
judge federal court here, played an
active part in the preparation of
the brief and was the leading ad-
visor to the attorneys in the case.
Mr. Kohler kept in constant touch
wih Theodore Levin, who headed
the legal forces, and just before
the brief was presented he spent
two days in Detroit going over de-
tails with him.
Other attorneys in the case were
former Judge Patrick II. O'Brien,
Fred M. Butzel and Nathan L. Mil-
stein.
Mr. Kohler was born in Detroit
on May 22, 1871, son of the late
Dr. Kaufman Kohler, who was at
the time, rabbi of Temple Beth El.
He is a former assistant United
States district attorney, is the au-
thor of a number of volumes and is
an authority on immigration and
alien registration matters.
