"If after another week they haven't
pulled their weapons out, then foreign
ministries will start to get extremely wor-
ried ... (asking,) 'Is this really going to
work? Should we accept a lesser goal?'
You can't keep this up until Christmas,
that's clear," a NATO official said.
A diplomat reported that some con-
cern was voiced among the NATO

ambassadors meeting in Brussels that
the current course could lead to what
he described as a "half-half situa-
tion." That, he explained, would be
one in which roads are reopened, con,
voys are moving into Sarajevo and
flights occasionally land, "but because
the heavy weapons are still largely in
place ... the Serbs could close it down
at any time.
NATO unleashed the bombing cam-
paign following a mortar attack Aug.
28 that killed 38 people in a Sarajevo
marketplace. After three days of bom-
bardment, NATO governments declared
a four-day pause, accompanied by an
ultimatum that Bosnian Serb forces
withdraw heavy weapons from a 12 1/
2-mile zone around the capital and lift
other elements of the siege that has cut
off the city from most traffic since the
war began 40 months ago.
