teenth report of the Wickersham
Commission to President Hoover
The report, signed by the ten com-
missioners who conducted this
phase of Wickersham's investiga-
tions, stated that little success was
possible for the first arm of the
law until some general and con-
structive changes were made. What
these changes should be the Com-
mission did not say; it disclaimed
authority to make recommendations
to city officials as to how the
should reorganize or remodel their
police forces.
Police units in virtually every
principal city were criticized or
one or more of the counts covered
by the Commission. The repori
maintained that with the exceptio
of two cities, "on a basis of this
study not a single police force o

days to meet the criminal on ever
terms." Whether Detroit was one of
the exceptions the report did not

The report made no bones aboul
facts. The first paragraph set a
pace that was maintained through-
out, and which strikes a timely
note: "The general failure," it reads

with guns, frequently resulting i

dence in the police of our country.'
New Yorkers must have sat up and
taken notice at that, with the re-
cent gang shootings in Harlem still
occupying their attention. New
York Police Commissioner Mul-
rooney took issue with Wicker-
sham's report that "political con-
trol in the police system in Ne~
York is deplorable." He insisted that
candidates are selected from civil
service lists and that politics has
nothing to do with it. Whether or
not this is true in New York or any
other city mentioned in the report
is not far us to debate; the point
we wish to bring out is that vio-
lent reactions to Wickersham's
claims will justify all the time,
money and trouble spent by the in-
vestigators.
Say "'Wickersham Committee" to
a group of people and most of them
will snicker. We recall part of the

here last June by President Coff-
man of Minnesota in which he
stated that the most popular sub-
stitute for Anerican intelligence is
the appointment of committees.
President Coffman hit the bell with
that statement. There is a re-
grettably small amount of interest
shown in the work done by most
committees, simply because, as
President Coffman implied, people
are too lazy or smug or blissfully
ignorant of actual conditions to
act. Wickersham investigations
are, however, presenting facts in
such a way that people who have
refused to believe them can no long-
er ignore the situations they ex-
pose. -

WATERMELON

Now that the hot days of summer
are here in dead earnest, we wish to
come out unrestrainedly in favor
of watermelon.
Of late, the watermelon contin-
gent does not seem to be as large
or as enthusiastic as it used to be.
Unsympathetic and soulless ob-
servers have been casting asper-
sions-some even saying that it is'
not better than a glass of water'
sugared and colored with cochineal.
To this heresy, however, we wish
to protest strenuously. Watermelon
is ambrosia, delicately flavored, cool,
crisp, rosy. And anybody who
doesn't think so is an unfeeling,
shortsighted ignoramus!
There are qualifications, however.
Watermelon at its best is found
south of the Mason-Dixon line. We
wager that there are some whose
sole acquaintance with watermelon
is through those soft, flabby melon
balls served in a glass cup at the
more expensive restaurants. Oth-
ers, to be sure, have eaten their
melons in thick, natural slices-
but nevertheless have never tasted
any but those picked green and
"ripened" on a freight car travel-
ing north. The true watermelon
lover, however, knows that fruit
like this should be shunned like the
nlague. There is one way, and only
