'New Code
Controversy
Developing
(Continued from Page 1)
system? Do they have the least
teacher attrition?" He observes
that states noted for maintaining
the most forward programs like
New York and California require
18 and 22 hours respectively.
Another factor he brings in is
the teacher salary, which is "not-
ably higher in New York and Cali-
fornia than here."
Dean Hollenbach Comments
Discussing the proposed 30-hour
education requirement, Dean Hol-
lenbach says the "laboratory ex-
perience" in teaching provided in
the code could easily "be achieved
by a. reorganization of the learn-
ing experiences within the present
time block."
Recognizing the need for a pros-
pective teacher to gain first hand
experience in a classroom, he con-
dones the 10-hour laboratory block
in the 30-hour requirement but re-
jects' the rest because he says
they are from "the framework of
a traditional and-among profes-
sional educators especially - an
*outmoded concept of curriculum,
namely a series of textbook-orient-
ed courses.
"Few colleges have seriously
thought of raising the semester
hour requirements in English com-
position by 50%-partly because
there is the realizatin that there
are other important needs."
Protests published by the Michi-
gan Council of Teachers of Mathe-
maticds bring out--another phase
which observers are worried about:
"The manpower necessary to main-
tain our national economy and our
national defense requires a strong
program in secondary school sci-
ence and mathematics."
Russia Out-producing Us
The Mathematics Teachers
'Council states that Russia is now
out-producing us in engineers and
technicians. It says the expand-
ing developments in science and
industry "are continually increas-
ing the demands for young men
and women adequately trained in
science and mathematics."
Prof. Warner G. Rice, chairman
of the University English depart-
ment, asserted that the code "em-
phasizes not only the social orien-
tation of teaching, and the social
service function of ,the American
school, but also calls in question
the importance of the values and
disciplines which have tradition-
ally been attached to learning in
specified subects fields."
Also of the English department,
Prof. Albert K. Stevens, in a state-
ment to the Daily, said the code
would create a "bureaucracy at
the State Capitol" with the power
to reject or accept one-third of
the work offered in liberal-arts
colleges.
"When independent, private lib-
eral arts colleges must submit their
curricula to control and inspection
by the State, watch out!"
