Laying the burden of responsibility'
for crime and the gang upon the pres-
ence of a foreign element, Prof. I+f ed-
erick M. Thrasher of 'Illinois Wesleyan
university described the organization
and behavior of the gangs in Amner-J
ican cities as typified by Chicano, yes-
terday in. Newberry auditorium. is,

The speedy 'L. S. Scout Cr ui?>C~r Richmond," together with the cruisers "Marblehead" and "Cincinnati," has
,been rushed from Hfonolulu to Cliine =e waters.
Foreigners should. not be blslmed In
themselves, lowever, Dr. Thrasher
declared, for the bad conditions exist-
ing in Chicago, but the- environment
in which they are forced to live should
be recognized as a ,factor which makes
the situation inevitable'.
"We have been able to. get the de-
scription and location of some 1300
gaings in Chicago," it was stated.
"Only 55 of the total could be'termed
American."" This was attributed to
the fact that very few Americans are,
residents of the slum districts.
"The gang is the clearinghouse for
all crime knowledge," Profess6l'
Thrasher claimed. It has a knowledge
of' the best criminal, lawyers ;receivers
of stolen goods, and politicians to
vhom it is safe to have recourse in
timen of trouble.
In demonstration of' its influence.
upnon youth, an, instance was cited in,
which a 'boy of 14 went into a~fgang,
lecame a criminal" in two weeks, anid
was eventually hanged for .participa~-
tion in a murder. Originally, he was
a choir boy; the speaker said.

ing' taken in for development. They
become adept in the art of picking
pockets and stealing cars; in "fact,

Pr'oiec or Thrrasher scor.cd the en-;I
tire p~enal system on the grounds that'
"it "has an encouarging effect oil
crime." Boys adapt themiselves to
their environment, he :stated, and, al-I
though they may be docile in the de-
tention home or reform school, they
naturally fall back into old habilts
when they return to their earlier
haunts.
Thce agitation of many reformers'
for more playgrounds and pleasure !
facilities in the slums was described
as agitation caused by a poor knowl-
edge of conditions. The young ga ng-~
ster has 'the most fascinating life of
anay youth in America. He Is engaged
in a continual conflict without the re-
straining hand of the law.
