grounds that a satisfactory solution
can be reached only through a " spe-
cial tax on all forms of fortun-s And
wealth." It is reasonable to believe,
they will argue, that a capitalistic
f nance ministry will evade the Impo-
sition of a cap~ital levy and hence will
merely postpone a real solution of tlhe
problem. Yet America hasn't had that
-difficulty in the fewyecases of success-
ful citizens in the cabinet, des pite
constant accusations to the contrary.
