Washington, Oct. 25.-Edwin Den-
by, Secretary of the Navy, who, joint-i
ly with A. B. Fall, former Secretary
of the Interior Department, signed
the lease of the Teapot Dome Naval
oil reserve to the H. F. Sinclair in-
terests, was called as a witness to-
day before the Senate Public Lands
committee in its investigation of the
lease.
Mr. Fall, who, as the first .witness,
declared the lease had been of great
benefit to the Government, emphasized
before the committee that Mr. Denby
o had been in entire accord with him as
to all provisions of the lease, and in
the view that development of the field
was essential to protect the Govern-
ment from further loss through drain-
age of oil.
Departments Co-operate
There had been complete co-opera-
tino, he said, between the two depart-
-ments -in negotiating the lease, which
provided, among other things, for the
storage of emergency supplies of fuel1
oil for the Navy, to be obtained as roy-
alty from the crude oil production of
the field.
Mr. Fall told of his business rela-
tions with Sinclair since his resigna-
tion from the Cabinet last spring.
About the time of his retirement,
Mr. Fall said, Mr. Sinclair consulted
with him regarding a contract for oil
development in China. In that con-
nection, he added, he made a trip to
London for conferences on the sub-
ject. For his services, the committee '
was told, he received no comrpensa-
tion, although he was paid $10,000 for
expenses.
Denies Bois'iness Relations
Since his return from London, Mr.
Fall declared, he has had no business,
relations with Mr. Sinclair. He also
said that he had advised E. E. Doheny.

ing business matters, but had receivedj
no compensation.
Declaring that he intended to "cap-
italize, as well as I can, my ability
r during the remaining years of my
life," Mr. Fall continued:
"I will accept employment from Mr.
Sinclair, Mr. Doheny or any one else
A as I see fit. I expect to form a con-
nection with one of the oil interests
named, or with a coal interest, a
transportation Interest, or a syndicate
interested in railroads in this coun-
try. Offers have been made me by
such interests, but none have been
accepted."
