Does Not Think Farmer Appointment

Wise
BELIEVES SYSTEM1 CAN WORK
BEST IF FRtEE FROM POLITICS
(Continued from Page 1)
One of the chief comuplaints against;
the present rural credit situation is
the lack of credit facilities for far-
mers, who want to borrow money for~
periods ranging from six months to
three years. The federal reserve bank
must keep its investments liquid, ab
well as safe. as it is a reserve for the
member banks. It mrust therefore re-
-,ract its investment to short-time
paper. The average maturity of fed-
eral reserve' bank loans is 15. days at
present," said Professor Calhoun."
Lone-time Loans
'Provision for such credit require-
mneets as long-time loans, if present
credit facilities are inadequate to the
needs of the farmer, and if Fdd.tional
facil'ties- for; lont-time credit are nec-
essary to maintain agriculture as a
going concern should he made my sore
ageiv'v that hgndles investment funds."
Professor Calhoun dovibts very mur'h

c~editq for asricnltural interests. Tn
hWs Oninlon: the present economic dxf-
fiilleq are of suceh world-wide na-
tturP. that the apnolntnient of a far-
m'er to tbe federal reserve hosrd. and
the granting of sPecial urivilees to
"he nericriltnrol industries would not
he of material benefit.
Farmers Treated Fairly
A lotint coneresgional commsson of
inquiry has investigated the complaint
of the farmors thnt,.trey have be-n
treated unfairly and have not been
eiven due consideration, and has come
to the con cl'igon that these, charges
are not Jnstified by the actual foct4
of, the situation. Even so, simply
making a farmer a member of th'e
fpdersl reserve hoard WIT1 not help
matters. 'that there has been no cur-
tsilmient of ,the farmers credit on the
nart of tle federal reserve banks was
the conclusion reached by tlhe joint
eomm;s'on. T'e loans of federal re-
serve banks from May 4. 1920. to April,
28. 1921, the period covered by the re-
port of the joint cone're-sional corn-
Tittee of ae-riciiltnral Innuiry to mfem-
her banks in agricultural communities
inr're-'sed 56.5 per cent. In the same
period, loans by federal reserve banks
to member banks in manufacturing
and commercial districts decreased
28.5 per cent.
