Stuart Perry, Owner of Adrian Paper,
Has Article in Atlantic
Monthly
FEARS FOR AMERICA IN SOUTH
Stuart H. Perry, '94-'96L, has writ-
ten an article in the current issue of
the Atlantic Monthly on the subject,
"After the War." Mr. Perry, who is
owner and editor of the Adrian Daily
Telegram, has made a study of foreign
affairs for many years, and in this con-
nection has made a full survey of In-
ternational law. He has particularly
studied the foreign relations of the
United States and their connections
with the present war.
He prophesies that in case Germany
is completely victorious, and the Brit-
ish disaster is proportionally as great,
the entire West Indies excepting Cuba,
Porto Rico, Haiti, and holdings in
Central and South American will pass
into German possession. This would
necessitate the United States passing
through a complete ring of German
possessions in order to reach the Pan-
amaCanal.
On the other hand, victory to Great
Britain means that the island posses-
sions in the Pacific belonging to Ger-
many will pass into England's control.
These islands are of great strategic
value as industrial and commercial
centers.
In this case, the regeneration of the
German empire, which is made certain
by the keenness and aggressiveness
of the people, will result in the Ger-
manization of Central and South'
America. The point the writer tries
to bring out, is that Germany will
eventually be in control of Central and
South America, and to offset this the
United States must build an absolute
military supremacy;in Central Ameri-
ca, centering around the Panama canal
zone. He insists that this military
asset must be in accordance with a
policy of strict self-protection.,
