criticizes
U.S. schools
EAST LANSING (UPI) - The states
have been doing a "bum job" of
educating their youth and must take
primary responsibility for improving
America's schools, U.S. Education
Secretary Terrel Bell said yesterday.
But Bell added that the federal
government also hasn't been "doing
our job as well as it ought to be done"
and must provide some help in making
education a top priority for the country.
BELL MADE his first comments on
the recent National Commission on Ex-
cellence in Education during a speech
at Michigan State University. The
report - "A Nation at Risk The Im-
perative for Education Reform" - was
released April 26 and soundly criticized
U.S. schools for turning out a
generation of poorly educated
youngsters.
Because states are "in charge" of
their schools, they must also come up
with the primary share of paying for
improvement even if it means raising
taxes, the secretary said.
