C hills breeze in from Zealand

A LMOST 10 years after their
inception, the Chills are executing
their first major tour in America. As
usual, the faceless college music-go-
ing masses are slow to catch on to a
good thing. But the dedicated among
those masses have been making
Martin Phillipps' days and nights.
From a Boston hotel room, he re-
ported that although the great num-
bers that would wait in line for
Bowie tickets or something haven't
been mobbing the hotels where the
Chills have been staying, a healthy
portion of good music fans have
been showing up. He loves that
genuine feel of his leather jacket
crowd, explaining, "A lot of people
who know the material, the new ma-
terial, show up and sing along. It's
really neat."
Phillipps is the guitarist, singer
aknd genius behind the Chills. Now
maybe I'm only calling him a ge-
nius because Submarine Bells
(Slash) is probably the best non-rap
record I've heard all year, but it could
be because all these other bands I
hear suck.
But enough of this here-and-now
.rrelevant discussion. Where did the
'Chills come from'? Geographically,
they are from New Zealand. How-
ever, they inhabit the non-dippy side
of the fence, opposite the Finn Bros.
Sentimental Rock (Split Enz/
,Crowded House) Corp. The Chills
come from the Dunedin scene via the
Flying Nun label, home of such un-
known '84s luminaries as the Ver-
laines, the Tall Dwarfs and the band
that started it all for the small indie
Jabel with big friends around the
'world, the Clean. The Clean's sound
~came from the same Velvet Under-
-ground sensibility that spawned such
'American bands as the Feelies, ex-
cept the Clean were better songwrit-
ers and performers and everything
~else than the Feelies. But they were
-from New Zealand, so you ignored
~them.

And the Paths of Rhythm

It may not have the earth-shaking
bass that seeks to blow apart the
brick wall boundary between tene-
ment and gentrification or the dis-
concerting, piercing siren drones
produced by the fingertips of the
Assault Technician that Fear of a
Black Planet has, but the latest al-
bum by a member of the Native
Tongue posse contains some of the
most therapeutic grooves on any
hip-hop album to date. The Tribe
Called Quest plate isn't as sample
for sample's sake as De La Soul's or
as politically conscious as the Jun-
gle Brothers'. Instead, it is an ex-
tremely mellow and wonderfully
catchy pop record that exudes no pre-
tensions whatsoever.
This mellowness is not to be
equated with Luther Vandross, how-
ever. It is more akin to a Ben Web-
ster tenor sax solo or a slow, grind-
ing Marvin Gaye tune than anything
else; you just want to lie in bed and
let the grooves wash over you.
Songs like "Luck of Lucien" or
"Push it Along" are as mind-numb-
ing and soothing as a soft caress.
Sam Cooke's got nothing on these
Brooklynites.
But this all-embracing attitude
certainly doesn't exclude the dance
floor. The ecstatic celebration of
vegetarianism, "Ham 'n' Eggs,"
comes off as a deep-down-in-the-
pavement fusion of Funkadelic and
Zulu jive, while the album's most
important track, "Can I Kick It," is a
revelation in its sampling of an
acoustic bass as the basis of a funk
groove. It is also important because
it gives conclusive proof that Lou
Reed not only invented punk but is
the Godfather of hip-hop as well.
Despite its lyric banalities
(although it has the brilliant couplet,
"Satisfaction, I've got the proper
tactics/ And if you need them I've
got crazy prophylactics"), Peoples'
Instinctive Travels And the Paths of

Rhythm is quite simply a treasure
trove of instrumental innovation.
The acoustic bass, sitar and sweet
keyboard licks are exemplary of an
album that is defined more by its
pop craftsmanship than by any polit-
ical or artistic stance.

man (Martin Phillipps) and perpetual lineup changes, the Chills continue to deliver.

talent. Listening to Phillipps, one
hears strong traces of Syd Barrett,
Scott Walker, maybe even a little
Randy Newman. Tasteful use of
keyboards gives certain songs a neo-
psychedelic feel, others a youthful,
nursery rhyme kind of atmosphere.
A well-produced and selected compi-
lation of early singles was recently
released by Homestead. It's called
Kaleidoscope World, named after
the track that appeared on a Flying
Nun sampler EP.
I guess since the New Zealand
music community is inherently
small, you see lots of members of
other bands passing through the
Chills, who, by the way, are on
their 11th lineup. You've got Peter
Gutteridge, ex-member of the Clean,
Jane Dodd, now a Verlaine, and main
Chill Martin Phillipps all in the
first Chills lineup when they formed
in the winter of 1980.

Phillipps also helped out his
friends where they helped him, con-
tributing the organ that made the
Clean's "Tally-Ho" the irresistible
pop song that it is. "I used to tour
with them a little bit, doing sound,"
said Phillipps. "1 was never actually
in the band as such. They actually
introduced me to stuff that has had a
more direct influence on our sound,"
the kind of stuff that your older mu-
sician friends (Phillipps was about
17 back when he started contributing
to hit NZ singles) would have turned
you on to.
Justin Harwood, the bass guitar
player, and Andrew Todd, the key-
board player, have been in the Chills
since lineup number 10, which
recorded Brave Words, their first ac-
tual long-playing record (released in
the States on Homestead in 1988).
James Stephenson (Chill number
15) replaces Caroline Easther on

drums; Easther left in 1988, as she
was developing the bane of Pete
Townshend and Roger Miller's exis-
tence, tinnitus.
Brave Words has songs that are
so good that the listener is almost
tempted to pass the poor production
buck into the swamp where it be-
longs and just enjoy. Phillipps
apologized: "Ultimately, Mayo
(Thompson, the producer) didn't con-
tribute as much as we hoped, and we
were restricted by a very small bud-
get." Since then, the Chills have
hooked up with a major recording
contract with Warner subsidiary
Slash, and with big-shot, post-post-
punk Velvet folk-rock producer Gary
Smith, who produced such favorites
as Throwing Muses and the Pixies.

nette and Rick Vito - are back
again. The big question is "Why?"
The key word here is mediocre. The
music is not bad, and one would be
hard-pressed to totally slam the
lyrics, but it is not good either.
"She's the Limit" is somewhat
pleasant but inconsequential, with a
superfluous guitar solo. The verdict
is still out on "In the Back of My
Mind." The introduction is a group-
ing of precarious "spacey" sounds
that are amusing at first but, like
the album, they last too long. "Do
You Know" is the epitome of bor-
ing. Burnette and Christine McVie
are sincere, but so what? The chim-
ing is silly and serves only to
mock them. Their pseudo-attempt
at mimicking the atrocious dance
music of the '94s is manifest in
"Save Me." Similarly, "When the
Sun Goes Down" is a jumpy tune
that lacks the chutzpah to be just
an all-out country song, as the
writers obviously intended it to be.=
Stevie Nicks is the sole voice of
greatness amid this avalanche of
mediocrity. "Affairs of the Heart" is
plain old fun: "One set of doors
was the color of honey! One set of
doors was pink and gray," and ob-
vious sarcasm: "Well, it's better to
have loved and lost/ (Ah but it's
better not to lose)." "The Second
Time" is like a music box. The
acoustic sound underlies the
weighty lyrics and the harmonious
voice accompanied by soft key-
