Lithuanian moves may influence USSR

LANSING, Mich. (AP) -
Lithuania's move to legalize a mul-
tiparty system marks a trend that
will be fueled by the growing na-
tionalist movement in the Soviet
Union, a Soviet politician said yes-
terday.
Lithuania's parliament defied
Moscow yesterday when it over-
whelmingly abolished the constitu-
tional guarantee of Communist
supremacy and legalized a multiparty
system.
"This is a sort of messenger that
probably will show the events of the
future, and toward a multiparty sys-
tem," said Raimonds Ernsteins, chair

of the Ecological Center of Latvia,
one of the Baltic republics.
Speaking through an interpreter,
Ernsteins said the ongoing process
of perestroika, or restructuring, of
the Soviet political and economic
systems "cannot happen at once in
all the places."
"There's a step-by step process.
As it happens, in the perestroika
movement, our Baltic countries find
themselves sort of in front or at least
the leaders of this movement," he
said.
Ernsteins was one of 16 young
Soviet politicians who visited the
Capitol as part of a six-day visit to

Michigan and met lawmakers, leg-
islative staffers, and reporters for two
hours.
Like American politicians do, the
Soviets disagreed about the impact
of yesterday's action in Lithuania.
"Yes, this event does relate to the
perestroika movement and it's sig-
nificant, but in my opinion, not the
most important," said Valentin
Denisov, secretary of the central
committee of the Konsomol, the
Communist Party's youth organiza-
tion.
"It has not so much to do with
the constitutional amendment or the
decision of the parliament, bu of

something more complex. It would
be very easy seemingly to create the
perestroika results by simply exclud-
ing the (Communist Party domina-
tion) article of the constitution of
the USSR.
"We could have simply an-
nounced this in 1985 and said pere-
stroika was complete, but a rightful
country needs also a serious eco-
nomic base and a serious place on
the world market and many, many
other things."
However, Yuri Kahn, a member
of the Supreme Soviet, the nation's
highest legislative body, said while
the Soviet Union's economic insta-

bility helped prompt perestroika,
much of its passion came from a
hunger for freedom.
"There's also been a deepening
crisis not only in economic situa-
tions, but on a personal level regard-
ing issues of freedom. Soviet people
no longer want to be the subjects of
government exploitation," said
Kahn, of Estonia, another Baltic re-
public.
President Mikhail Gorbachev
strongly has opposed such a system
for his nation. The challenge to the
Communist power structure comes
at a time when he faces a crippled
economy, growing nationalism and

demands from conservative commu-
nists for more order.
Similar action has been taken in
Poland, Czechoslovakia, Hungary
and East Germany as part of the
wave of political upheaval and re-
form which is shrinking the role of
the Communist Party in those na-
tions.
