WASHINGTON (AP) - U.S. envoy Richard Stone
began a new round of peace talks in Central America
yesterday as American officials suggested last
week's invasion of Grenada helps keep political and
military pressure on leftist Nicaragua.
"It certain gives them something to think about,"
said one administration official, commenting on the
impact of the Grenada operation on Nicaraguan
leaders. He spoke on condition he not be identified.
A SENIOR State Department official, also
speaking anonymously, said President Reagan's
decision to intervene militarily to overthrow
Grenada's Marxist government was necessary to

"preserve the range of options that we now have in
Central America."
He said that if Reagan had not acted in Grenada
when the United States had "clear geopolitical in-
terests at stake" and with U.S. citizens in danger,
Nicaragua's Sandinista leaders "would have gained
more confidence that we would not take military ac-
tion against them."
That, in turn, would have made the Nicaraguans
less likely to seek a peaceful settlement to the conflic-
ts in Central America, he said. "In that regard, the
Grenada thing does play a useful role."
THE OFFICIAL also said the Sandinistas, who
came to power in a 1979 revolution, will examine

closely how the Grenada invasion is viewed in the
United States to see whether the American people are
willing to support military actions n the region.
Although saying the Grenada operation keeps
pressure on the Sandinistas, U.S. officials expressed
little hope that Stone's latest round of talks would
lead to a reginal peace settlement.
Stone, a U.S. ambassador assigned to explore
possible negotiated settlements in Central America,
left Washington yesterday for Honduras, a pro-U.S.
nation where about 5,000 U.S. troops are conducting
military exercises.

Rebel attacks in Beirut kill 34
BEIRUT, Lebanon - Palestinian mutineers pounded Yasser Arafat's last
Mideast stronghold with tank and artillery fire yesterday, leaving 34 dead
and 119 wounded in Tripoli.
The fighting erupted at dawn in the Northern Lebanese port of Tripoli,
with tanks and 150 artillery pieces firing 70 rounds a minute into the besieged"
fArafat compound in the Ba a and Bared refugee camps.
Arafat, who has failed to control a growing leftist revolt against his
Leadership of the Palestine Liberation Organization, appealed to Arab, non-
aligned and East bloc leaders to halt "this dangerous situation."
U.S. Marines in Beirut, meanwhile, foiled an infiltration attempt and
predicted more attacks on their base.
In Beirut, U.S. Marine spokesman Maj. Robert Jordan said gunfire broke
out around the southern perimeter of the Marines' airport base before dawn
yesterday and that the Marines "returned a few rounds."
Jackson kicks off candidacy
WASHINGTON - The Rev. Jesse Jackson formally started his quest for
the Democratic presidential nomination yesterday, vowing to give a voice to
the voiceless, representation to the unrepresented and hope to the downtrod-
den."
The Baptist preacher and civil rights leader told more than 3,000 singing
and cheering supporters he wants to win. But his 40-minute announcement
speech also suggested he holds no illusions about his chance of being the
nominee.
"My candidacy will be a quest for a just society and a peaceful world," he
said. 'My candidacy will he pto change the present course of our nation and
to rekindle the dormant flames of th idealism for all Americans."
He said his campaign would focus on forming a "rainbow coalition" -=
blacks, Hispanics, other minorities, women and the poor - that would in-
spire millions of new voters to register and elect thousands of new of-
ficeholders.
"I'm not talking about one man running for an office," he said. "It's about
elevating the masses, the people."
Chrysler tries to end strike
TWINSBURG, Ohio - Negotiators for Chrysler Corp and striking em-
ployees at its Twinsburg stamping plant met face-to-face for the first time
yesterday to try to end the three-day walkout that threatened the No. 3<
automaker's nationwide operations.
About a dozen union officials attended the meeting with 10 Chrysler
representatives at a local motel.
the UAW struck Chrysler's Twinsburg stamping plant Tuesday over en-
forced overtime and other local issues. The loss of the flow of parts from the
plant shut down four other Chrysler plants and was expected to close another
two by the end of the week.
Chrysler officials said nearly 15,000 workers were laid off as of Wednesday:
and the total would rise to 21,000 workers at six plants by Friday.
An auto analyst estimated the strike will eventually cost Chrysler, which
battled back from bankruptcy to finally turn a $100.2 million profit this year,
about $40 million a day in lost revenues.
S. Africa passes new constitution
/JOHANNESBURG, South Africa - South Africa took its first step away
from exclusive white rule in 35 years yesterday, giving "a thunderous yes"
to a new constitution that sets up separate chambers of Parliament for
Asians and people of miked race.
Although whites voted nearly 2-1 for the charter, militant Indian, mixed-
race and black leaders said the new system offers only token rights and
ignores the central issue in South Africa - the denial of political rights to the
more than 21 million blacks.
Final results of the whites-only voteshowed that a record turnot of more
than 2 million, 76 percent of the electorate, gave a heavy majority in Wed-
nesday's referendum to Prime Minister P.W. Botha's Natonal Party.
A delighted Botha told hundreds of supporters. inPretoria, "A new basis
for unity has been laid. We must strive to lead this lovely country of ours
more and more with a spirit of fairness. Now we must begin working anew
and building."
The new constitution creates an 80-seat chamber of Parliament for the 2.7
million coloreds, as the regime calls people of mixed race, and a 40-seat.

House passes bill to block
foreign autos in U.S. market
WASHINGTON - The House passed a "build American" automobile con-
tent bill yesterday, despite opponents' charges that it would raise car prices
and invite retaliation instead of spurring foreign manufacturers to open U.S.
plants.
The vote was 219 to 199 on the measure, which is opposed by President
Reagan.
It was the second straight year the House passed a domestic content bill,
which would require cars sol in the United S ates to contain up to 90 percent
U.S.-made parts. Last year the legislation died in the Senate, where sponsors

this week acknowledged they do not have the votes to pass a new content bill.
"The majority of the House feels we need to take some strong action to
restore the vitality of our automobile industry," Rep. Richard Ottinger, (D-
N.Y.), the leading sponsor, said after the vote, noting 160,000 autoworkers
still are unemployed despite the recent boom in car sales.
Ottinger and Owen Bieber, president of the United Auto Workers, in-
dicated they may wait until next year - an election year - to try to pass the
content bill in the Senate.

Weigel said, "The Attorney General
does not deny that on Jan. 27, 1983 he
received from the plaintiffs in writing
the following information: that in
November 1981, at the request of
President Reagan and other persons in
his administration, the CIA presented a
plan to covertly aid, fund, and par-
ticipate ina military expedition and en-
terprise utilizing Nicaraguan exiles for
the purpose of attacking and over-
throwing the government of
Nicaragua."

workshops on tenant-landlord issues.
The purpose of the center was to be
"strictly educational" - to distribute
information and conduct counseling.
WEINER SAID that with the MSA
money, the center could do what "the
tenants union only claims they're
doing."
"We need the money," he said. "We
could do all the things the tenants union
did and more."~
Weiner also said the tenants union is
not conducting the workshops it is
required to hold in order to qualify for
the MSA funds.
BUT EDUCATION senior Mary Con-
sani, president of the tenants union,
said the workshops would begin in less
than two weeks and that volunteers to
run the workshop are being recruited
through MSA.
Weiner and Ashida also said they are
the only members of either
organization keeping regular office
hours.
Both Fintor and Consani have denied
this.
Furthermore, Fintor said the cen-
ter's constitution calls for the
organization to be run as a non-profit,
non-political organization with com-
munity grant funds.
