new contract proposal

harder, Bekken said.
Some teaching assistants were also
disappointed that the proposed contract
does not carry a strong affirmative ac-'
tion plan, which was rated as a top con-
cern in a survey of teaching assistants
last February. GEO leaders had wan-
ted the University to establish specific
hiring goals and to set up committees --
with GEO representation - to monitor
departments in meeting those goals.
The contract drawn up by student and
University negotiators last July does
not include such a plan, but it does
require that the University consult the
student union on formulating a plan by
the end of this month. It would also for-
ce the University to implement the plan
by Jan: 15. Kaboolian said the Univer-
sity refused to grant any further con-
cessions.
While GEO bargainers originally
asked for limits on class size, the final
draft leaves the ultimate decision up to
the individual departments. Because of
the diversity of class types and for-
mats, Kaboolian said, the University
refused to set a University-wide ceiling
on class size. The proposed contract
does, however, encourage departments
to set their own limits and requires
department chairpersons to meet with

GEO members in coming up with such
policies.
Kaboolian also warned that if the
GEO members reject this contract, it is
possible that University officials might
declare an "impasse" in bargaining
and seek to have GEO discertified as
the teaching assistants' official union.
University officials, however, declined
yesterday to speculate on what they
might do if the proposal is rejected.
Ann Moyer, a spokeswoman for GEO,,
said it is not known when the ballots on
the contract, which will be received
through the mail, will be tallied.
Copies of the proposed contract are
available at the Undergraduate
Library's Reserve Desk and at the GtO
office at 812 Monroe.
Correction
Under PIRGIM's proposed plan fog
collecting contributions from students,
people would be assessed the $2 fee on
their tuition bill only if they did not
check a box on that bill. An article in
yesterday's Daily ("MSA okays
PIRGIM funding plan") incorrectly
stated that if students didn't want to
contribute, their money would be
refunded.
