Although the legislation appears to be
substantially weaker than the original
Senate version, Lee Landes of Mothers
Against Drunk Driving, 'MADD) said he
was pleased with the action.
"I FEEL very satisfied," Landes
said. "Thisgives us a lot of the things
we need to have in this war." MADD
has been the prime group pushing for
changes in the state's drunk driving
laws.
In extensive negotiations over the
course of the committee's
deliberations, provisions establishing
minimum jail terms for many drunk
driving offenses and creating some new
crimes were struck out.
What remains is a series of license
sanctions, a new provision under which
a person is automatically considered
guilty of drunk driving if his blood
alcohol content is .15 percent or more
and a new roadside test administered
by police officers.
SPECIFICALLY, the bills require a
90-day to one-year license suspension
for the first offense of impaired driving,
the lowest violation. The person could
get a restricted license for work, if a
judge was convinced that was

Liberalfilibuster on
school prayer holds

WASHINGTON (UPI)- The Senate
defeated a second attempt yesterday to
break a filibuster blocking action on
school prayer legislation, and liberals
claimed to have "broken the radical
right" on every item of its social agen-
da.
With every member of the Senate
present, the vote was 53-47-seven short
of the required 60.
THE SENATE is scheduled to vote a
third time against the liberal filibuster
today, but even conservative Sen.
Jeremiah Denton (R-Ala.) questioned
whether it would be successful.
"The Senate has prevailed again,"
shouted Sen. Daniel Moynihan (D-
N.Y.) when the roll call was announced.
"The Constitution is secure yet!"
Two senators switched sides from
Monday when the vote was 50-39 for
limiting debate. Sen. Lawton Chiles (D-
Fla.) changed from no to yes and Sen.

New Right spokesman and sponsor of4
the legislation to bar the Supreme Court
from interfering with voluntary prayer
in public schools, was not available for
comment.
John Shattuck, Washington director
of the American Civil Liberties Union,
said he believes the inability of the
social conservatives to achieve a vote
on the measure "is the last gasp of the
New Right" in the Senate.

Republicans won control of the
Senate-also failed last week to get an
