The person could get a restricted license for work, if a judge was convinced that was license is revoked for a year, with no' restricted license available. The legislation places the "im-' paired" level at between .07 percent: and .10 percent. Liberalfilibuster on school prayer holds WASHINGTON (UPI)- The Senate defeated a second attempt yesterday to break a filibuster blocking action on school prayer legislation, and liberals claimed to have "broken the radical right" on every item of its social agen- da. With every member of the Senate present, the vote was 53-47-seven short of the required 60. THE SENATE is scheduled to vote a third time against the liberal filibuster today, but even conservative Sen. Jeremiah Denton (R-Ala.) questioned whether it would be successful. "The Senate has prevailed again," shouted Sen. Daniel Moynihan (D- N.Y.) when the roll call was announced. "The Constitution is secure yet!" Two senators switched sides from Monday when the vote was 50-39 for limiting debate. Sen. Lawton Chiles (D- Fla.) changed from no to yes and Sen. New Right spokesman and sponsor of4 the legislation to bar the Supreme Court from interfering with voluntary prayer in public schools, was not available for comment.
