Spanish terrorists bomb U.S. center

L. S. Cultural Center on yes-
terday only hours before the
arrival of Vice President Wal-
ter Mondale for a day of talks
avith Spain's top leaders.
Smiling and apparently un-
auffled by the powerful bomb

blast that ripped through the
building eight hours before his
arrival, Mondale met for near-
ly two hours with Spanish Pre-
mier Adolfo Suarez before see-
ing King Juan Carlos. He prais-
ed the two leaders for bringing
their nation closer to full de-
mocrdcy.
IN A NOD to both Suarez and

the king, Mondale said Spain's
new leadership "'las demon-
strated to the world that the
forces of democracy are not on
the decline but an the offen-
sive. I think our people are as
excited as yours by the way
the democratic processes are
taking hold here."
As Mondale met Suarez, the
chief architect of the king's re-

in southern Indiana that was to
introduce a new planning ordi-
nance. T h e s e irate property
owners threatened the commis-
'sioners with buckshot if the
commisison intended to tell
them how to manage their land.
One land use planner in the
audience' during a discussion
s e s s i o n criticized "the ama-
teurs" who try to put controls
and restrictions on land use. Ie

reminded the audience of how
a few years ago Ralph Nader
worked to put restrictions on
cars. Then he pointed out how
these restrictions have brought
higher prices and other disad-
vantages which don't quite out-
weigh the advantages.
The FBI used fingerprints on
file to identify 38,999 wanted
fugitives in 1974.
