Cultural Center on yes- terday only hours before the arrival of Vice President Wal- ter Mondale for a day of talks avith Spain's top leaders. Smiling and apparently un- auffled by the powerful bomb blast that ripped through the building eight hours before his arrival, Mondale met for near- ly two hours with Spanish Pre- mier Adolfo Suarez before see- ing King Juan Carlos. He prais- ed the two leaders for bringing their nation closer to full de- mocrdcy. IN A NOD to both Suarez and the king, Mondale said Spain's new leadership "'las demon- strated to the world that the forces of democracy are not on the decline but an the offen- sive. I think our people are as excited as yours by the way the democratic processes are taking hold here." As Mondale met Suarez, the chief architect of the king's re- forms since Juan Carlos took over after the death of Cen. 1-rancisco Franco 18 months ago, a radical left-wing terror- ist organicatian said it bomb- ed the American center "as a protest against the actions of Yankee imperialism." Two guards were slightly hurt in the predawn blast.
