State sets policies for college funds

Fincher explained that some of
the people working in the budget
bureau are "new" this year and
perhaps might have been slight-
ly ovet- zealotus in their attempts
to convince colleges to cut "ex-
cess" spending.
The letter also calls for con-

tincation of a nttmber of exectu-
tive budget policies, including
one which for three years has
stipulated that out-of-state tui-
tion fees shosuld represent at
least 75peer cent of the actual
cost of educating the student.
Last week, the state Senate
passed a measure which would
provide tise University with a
general fund allocation of $77.74
million for fiscal t971-72-far be-
low the University's request of
$95.62 million.
