Law- rence Fincher, of the University office for state relations and planning, yesterday as he glanced throttgh the letter. Fincher explained that some of the people working in the budget bureau are "new" this year and perhaps might have been slight- ly ovet- zealotus in their attempts to convince colleges to cut "ex- cess" spending. The letter also calls for con- tincation of a nttmber of exectu- tive budget policies, including one which for three years has stipulated that out-of-state tui- tion fees shosuld represent at least 75peer cent of the actual cost of educating the student. Last week, the state Senate passed a measure which would provide tise University with a general fund allocation of $77.74 million for fiscal t971-72-far be- low the University's request of $95.62 million.
