In addition, after area resi-
dents return the pencils to the
police station, they are given a
sticker to place on their house,
which, in effect, warns burglars
that the owner's belongings
haveebeen registered with the
police.
"This acts as a special deter-
rent to criminals because stol-
en items are much more dan-
gerous to sell if they have been
marked and they can be traced
back to their owner," Ferguson
says.
The program is available for
all Ann Arbor residents in-
cluding students, who Ferguson
says "are among the greatest
victims of local crime,"
The pencils are loaned free of
charge for a period of up to 72
hours

In order to implement the plan,
several immediate steps have
been taken including the estab-
lishment in each agency of a full
time, "Federal Women's Coordi-
nator", and ordering each agen-
cy with no women in senior sup
ervisory or policy positions to ap-
point a qualified woman as soon
as possible.
The two pay grades named by
Richardson for prime attention
are middle level ($17,761 to $24,-
251) and executive ($28,129 to
$37,624).

end of last month. Taube "turn-
ed himself in" Monday to an-
swer to the charge, according
to the detectives.
Taube was arraigned before*
