The Ann Arbor City Council gave first
approval last night to an ordinance cut-
ting back the powers of the Zoning
Board of Appeals.
A public hearing will now be
scheduled on the proposal.
THE ORDINANCE would limit the
power of the zoning board to grant
variances, allowing such action only in
the cases defined as 'minor,'
According to the plan's sponsor,
Councilwoman Leslie Morris (D-2nd
Ward), it is designed to "untie Council's

hands when it comes to zoning
decisions."
Currently, most zoning decisions are
made by the zoning board, whose
members are appointed by Council. It
considers requests for variances and
either approves them and sends them
onto City council, or rejects them.
ONCE THE board has a'cted, Council
is required to approve the variances,
unless it finds some technical flaw in
the proposal.
"I feel that any major decisions
regarding zoning need to be made by
the elected Council," said Morris. "As

it is, citizens come to us, but we can't do
anything."
Councilman Roger Bertoia (R-3rd
Ward) who is also the chairman of the
zoning board, cast the only 'no' vote,
calling the resolution "reactive."
"It's difficult to interpret what the
word 'minor' means," he said. "If this
goes through, I hope someone can
figure that out."
In other actions, Mayor Albert
Wheeler addressed Council concerning
the city's recent investment debacle.
"I'm not happy with what has and
hasn't been done," Wheeler said. "I
promised that there would be no cover-
up, and that's what I'm recommen-
