"I feel that any major decisions regarding zoning need to be made by the elected Council," said Morris. "As it a N z c v 9 f: tl h n it is, citizens come to us, but we can't do anything." Councilman Roger Bertoia (R-3rd Ward) who is also the chairman of the zoning board, cast the only 'no' vote, calling the resolution "reactive." "It's difficult to interpret what the word 'minor' means," he said. "If this goes through, I hope someone can figure that out." In other actions, Mayor Albert Wheeler addressed Council concerning the city's recent investment debacle. "I'm not happy with what has and hasn't been done," Wheeler said.
