As in the picture spread above, at the cen-
ter of the University's scheme of operations
sits President Robben Fleming. The Uni-
versity's chief problem solver, Fleming ulti-
mately receives criticism from all sides.
Surrounding Fleming are his closest asso-
ciates, from both above and below him in the
hierarchy. The Regents-the governing board
of the University-and the vice presidents, as
well as the faculty, are included irf this power
ring enclosing the president.
The Regents virtually have total control
over the University's policies, being subject
only on certain matters to the State Legisla-
