Despite earlier forecasts to the
contrary, all was quiet in Tripoli
yesterday and people attending
prayers dispersed peacefully after
appeals from Moslem preachers
in the mosques 'to refrain from
demonstrating.
The American embassy was
closed yesterday, the Moslem Sab-
bath, and there was no immediatek
comment on the damage.
Promising vengeance and send-
ing condolences to the families of
the dead, Tripoli radio said: "Pa-j
tience, we shall take revenge, the
day of settling accounts with the
enemy is approaching."
The Libyan government is keen
to maintain calm throughoutkthe
country in preparation for the Tri-
poli International Trade Fair due
to start on March 1, and has not
announced official mourning. The
capital is already crowded with
foreigners here for the fair.
Observers also doubt whether
Libya, which is more than 1,000
miles from the closest Israeli mili-
tary position in Sinai, can retali-
ate.
The only way would be to send
volunteers across the Egyptian
front lines in the Suez Canal or
through Syria and Lebanon, but
this, according to observers, is!
not immediately feasible.
They recall that Libya's soldier-
President Colonel Muammar Kad-
dafi has said he will withdraw
Libyan volunteers from Palestine
commando units because they have
not been allowed to fight Israel.

It is equally doubtful these ob-
servers said, whether Egypt would
allow a resumption of hostilities
with Israel at a time when peace
prospects are being discussed with
the U. S. government.
In Tel Aviv Defense Minister
Moshe Dayan appealed to the
Arab world yesterday to believe'
that Israel did not mean to shoot
down the Libyan airliner that
crashed in the Sinai Desert. He
said he hoped the Arabs "will not1
feel they must take revenge."
In a state television interview,
Dayan also appeared to back down
somewhat from his previous op-
position to foreign countries inves-
tigating the crash.
He said "accredited persons"
with "a relevant interest" would
have access to the crash site if
they applied and added that pi-
lots' organizations also could send
representatives.

man Beck and Rev. Wilson Wood,
then joined the service to pray
for both the dead passengers as
well as the Israeli pilots wvho
shot the plane down, "either by
accident or intent."
A short march through the
campus followed the ceremony.
The Nobel prizes are named for
Swedish inventor Alfred Nobel, who
stipulated they be created from the
interest on his $9 million estate.
