In Tel Aviv Defense Minister Moshe Dayan appealed to the Arab world yesterday to believe' that Israel did not mean to shoot down the Libyan airliner that crashed in the Sinai Desert. He said he hoped the Arabs "will not1 feel they must take revenge."
