GEORGE W. ALEXANDER believes:
"A judge must be responsive to the community.
However, a judge cannot be swayed by tran-
sient standards or values but must follow the
guidelines given in our basic laws. The entire
network of community resources and abilities
must be used by a judge. Incarceration is an
admission of desperation on the part of both
the community and the judge.
