tions yesterday charged the
Nixon administration's anti-
crime effort with subsidizing
race and sex discrimination
with millions of federal dollars.
"What this amounts to is a
glaring and blatant disregard,
for the laws of this land," as-
serted Roy Wilkins, chairman
of the Leadership Conference on
Civil Rights, at a news confer-
ence.
Wilkins and spokesmen for
other organizations announced
they had filed with Atty. Gen.
John Mitchell petitions seeking
stricter civil rights regulation
for agencies receiving funds dis-
pensed by the Justice Depart-
ment's Law Enforcement Assist-
ance Administration LEAA.

Approximately half of the
$700 million in anticrime funds ,
appropriated for the current
fiscal year passes through such
planning agencies in the form
of block grants to states.
"The problem of discrimina-
tion in the appointment or se-
lection of members of state
planning agency boards is far
from speculative," the petition
said.
It is noted that although the
Mississippi agency that distri-
butes LEAA funds has been sued
because there are no blacks on
its board, LEAA had allocated
$2 million in grants for that
state.
The petition was filed under a
little - known provision of the
Administrative Procedure Act
which gives interested parties a
means of seeking changes in
regulations drawn up by federal
agencies.
In addition to the Leadership
Conference on Civil Rights, the
petition was signed by the Na-
tional Spanish - Speaking Coa-

lition; the NAACP Legal De-
fence and Education Fund,
Inc.; the Afro-American Patrol-
man's League, and the Native
American Legal Defense and
Education Fund, Inc. In addi-
tion,, the National Organization
for Women supported the peti-
tion.
The groups contended that
equal employment regulations
adopted a year ago by the LEAA
are not working, and urged that
the agency make what they call
a positive effort to eliminate
discrimination in police de-
partments and other criminal
justice agencies receiving LEAA
funds.
"LEAA, which was put in the
unique position of funding a
national effort to improve the
criminal justice system, now
finds itself uniquely equipped
to influence the employment
practices of some 40,000 state
and municipal police, court and
correction agencies," the pe-
tition said.
Specifically, the petition ask~s
that LEAA cut off funds froth
state and federal agencies that
discriminate against minorities
and women.
It also sought a requirement
for a positive effort by LEAA to
find and correct discrimination
rather than waiting for com-
plaints to act.

That is what you could call ARMY ROTC when you
are not sure about the future. And since you don't
have your draft number or a college deferment,
your future is uncertain. But you can receive a de-
ferment by joining the Army ROTC at the University
of Michigan. The premium on this type of insurance
is cheap as it only costs you time and very little of
that. Freshmen only attend ROTC classes one hour a
week each semester while sophomores attend two
hours a week each semester.
Another nice thing should consider. You don't incure
an obligation during those first two years but you
do receive a draft deferment. For those of you who
failed to take advantage of this protection in the
fall, the Army ROTC department at the University
of Michigan is now offering a condensed version of
the freshman yeor. It is now possible to complete «
the entire freshman year program during the Winter
Term by attending ROTC classes two hours a week.
It doesn't cost a thing to find out all the facts so
