"I tagged 34 houses for bad'
studs-the 2x4s had knots in them
all the way through-and Galla-
gher came right after me and
tore the signs off the studs. He
okayed them all," Currier said.
Another example of alleged
shoddy building practices was pre-
sented by former Ypsilanti Town-
ship Treasurer James Sanderson.
"Our code calls for six nails in
each shingle. The manufacturers
call for four. The builders have
been putting in three,' Sanderson
said at the time.
Original
The original development plans
for Willow Village called for a
"model community" that would
have curved streets, large lots,
recreation and playfield facilities,
schools, churches and sites for
business and light industry.
However, most of the streets
are straight, and the lots in the
Ypsilanti Township section wereI
reduced from 60-foot frontages to
50 feet, some to as low as 40'
feet. Recreation facilities are al-
most nonexistent, and the fields
surrounding the Village are dense-
ly overgrown with weeds.
There were complaints made
about the roads in the Village soon
after their completion, but they
are still in very poor condition,
with potholes up to six inches
deep in some places.
After the original Willow Run
project was torn down, business
activity seemed to move away
from the area, although the people
remained there. Now there is no'
store within easy walking distance
of the Village.
Homes
Some of the homes in the Vil-
lage, especially in the Superior
Township section, are falling into
desrepair, J. C. Rutherford, presi-
dent of the Willow Run Chapter
of the National Association for the
Advancement of Colored People,
said recently.
"The people were made to take
out 30 and 40 year mortgages on
houses which wouldn't last 10
years," Rutherford added.
Currier also said when the
buildings were being constructed
that he doubted they would last
even 20 years.
Segregation
Almost complete racial segre-
gation in housing has existed since
the new project was opened, and
this has added to the conflict in
this troubled community.
Of the five subdivisions in the
Village, two are 100 per cent
Negro, one is 100 per cent white,
one is 99 per cent white, and the
fifth is 70 per cent Negro. Most
of the predominantly Negro area
is in Superior Township, while the
white neighborhoods are in Ypsi-
lanti Township.
When the houses were put up
for sale, the Village's Committee
for Civic Improvement accused
the developer of deliberate segre-
gation for economic reasons. The
group said that the developer
"figures all-white subdivisions will
appear more attractive to prospec-
tive white buyers."
They said that they knew of no
cases where either white or Negro
buyers were refused homes. Ste-
phen Lanyi, a partner in the
building firm, said "my experience
has been that they didn't want to
mix themselves."
However, Robert Taylor, a for-
mer salesman of Village houses,
said: "I never heard anything def-
inite from the builder, but Segre-
gation was an understood thing.
Mixing the races just didn't hap-
pen.
"I turned down two white fami-
lies who wanted to get into a
Negro subdivision. The whites were
generally the most outspoken on
segregation.
Docile
"The Negroes were more docile
about it. They had an understand-
ing that they just wouldn't try
to go into white areas," he said.
There were complaints about the
segregated conditions which de-
veloped in the Village, and they
were investigated by a state of-
ficial who concluded: "In our
opinion Gattegne (principal build-
er in the Village) is violating fed-
eral housing law. FHA authorities
have been conspicuous in their
absence in this case.
"Taking into account the eco-
nomic situation and the poor
background of those people, I do
not think you'd get accidental
ghettos there. They wouldn't have
chosen it themselves."
However, no action was taken to
correct the segregated housing
conditions.
Residents
Most of the residents of Willow
Village-white and Negro-are
Southerners who have come north
to work in the automobile fac-
tories in the area.
They brought with them their
viewpoints and prejudices, and
these play a large part in the
present "poverty" controversy.
