Winkle Sees
No Current
Tax Reform
Overall reform of the federal
income tax law is at least two
years away, Justin F. Winkle,
Washington tax attorney and for-
mer Assistant Commissioner of
Internal Revenue, said yesterday
at the national tax conference in
Ann Arbor.
The Administration plans to
submit an overall tax reform pro-
gram to Congress in 1962, but there
will probably be no legislative ac-
tion on it until 1963, Winkle said.
Of the President's current legis-
lative program in the tax field, the
only major proposal passed by
Congress this year gave the Treas-
ury Department the authority to
assign accouIt numbers to all
taxpayers, Winkle explained. The
Treasury Department considers
this move to be "the greatest single
piece of loophole closing legislation
in history."
Taxpayers should not count on
any major reductionin corporate
and excise tax rates in the near
future, Winkle said.
However, a plan to withhold
taxes on dividends and interest
at the source of payment will re-
ceive congressional approval. This
is similar to the present provision
requiring employers to withhold
taxes, from employees' wages, he
added.
"The estimated revenue loss
from non-reporting of dividends
and interest approaches one bil-
lion dollars.
